What is the KIC Consumer behaviour for a circular system transition Call?

Grant Description
Based on state-of-the-art research on system transitions, behavioural change and the circular economy, this call seeks to gain insight into effective interventions, measures and strategies that promote circular consumer behaviour. Focusing on high-impact product groups—furniture, household appliances, clothing and textiles, and disposables and packaging—researchers will analyse, design and apply interventions that drive systemic behaviour change toward circular consumption.

Expected Outcomes

Funded projects are expected to deliver:
• Robust insights into the design and effectiveness of interventions that drive systemic shifts in consumer behaviour toward reuse, repair, remanufacturing and recycling
• Evidence-based, scalable and transferable intervention models tailored to the four priority product groups
• Enhanced understanding of how behavioural change dynamics interact with broader system transition processes in the circular economy
• Strengthened partnerships between academia, industry, public sector and civil society, fostering knowledge exchange and joint ownership of outcomes
• Clear pathways to societal and economic impact, including guidelines for policy, business practice and consumer engagement
• Contributions toward the goals of the Transition Agenda Consumer Goods, advancing national and EU circularity targets
Funded areas

Scope Requirements

Projects must:
• Focus on the interaction between system transitions and consumer behavioural change to advance the circular economy
• Target at least one of the four TAC product groups: furniture; household appliances; clothing & textiles; disposables & packaging
• Request between €1,750,000 and €2,250,000 in NWO funds (programme budget €7M) and run for no more than 6 years
• Be led by a main applicant (research organisation) in consortium with

• At least one co-applicant (from research organisations or civil society organisations—latter only under de minimis regulation)
• Two or more co-funders providing in-cash or in-kind contributions
• Optional cooperation partners
• Demonstrate a clear problem definition and analysis, and articulate an envisaged impact and route to impact
• Comply with DORA guidelines and submit all documentation in English
• Be submitted by 11 November 2025, 14:00 CET via the main applicant’s ISAAC account
Additional Conditions for Applicants

Special Conditions

- Main applicants must attend both mandatory workshops on 11 and 30 June 2025 (substitute permitted if pre-arranged)
• Civil society co-applicants may only participate under the EU de minimis aid regulation and must submit a completed de minimis declaration
• Consortium must include at least two co-funders, each providing a signed declaration of co-funding (cash or in-kind)
• All required annexes (co-funding declarations, budget form, statements & signatures, continuity letters, de minimis statements) must be complete and conform to ISAAC templates
• Proposals will be screened for admissibility: eligibility of applicants, attendance at workshops, consortium composition, compliance with budget/duration limits, English language, DORA compliance, complete annexes, timely ISAAC submission
• Assessment follows four criteria: problem definition & analysis (20%), envisaged impact & route to impact (20%), quality of consortium (30%), quality of research (30%)
• Responsible research data management is mandatory; a Data Management Plan must be finalized before project initiation
