This research action addresses critical knowledge gaps in the state and trends of biodiversity across terrestrial, freshwater and marine ecosystems by generating large-scale, high-quality in situ observations. It aims to develop harmonised observation frameworks and protocols, produce interoperable and FAIR data, map species, habitats and ecosystem functions, fill taxonomic and geographic data gaps, and deliver robust information to support implementation of the EU Biodiversity Strategy for 2030...

Expected Outcomes

• Competent authorities at all levels gain increased access to high-quality in situ biodiversity data and information, enabling improved understanding of EU biodiversity state and trends

• Enhanced availability of reliable biodiversity data to evaluate the effectiveness of policies, business activities and to support applied research and innovation

• Better understanding of the ongoing biodiversity crisis, ecosystem services benefits and restoration needs, informing implementation of EU Nature Restoration Regulation and European Climate Law

• Data and insights to guide nature-based solutions and ecosystem-based adaptation measures in Member States’ adaptation strategies and plans

• Generation of robust indicators, models and validated observation techniques to monitor progress towards EU and global biodiversity targets
Funded areas

Scope Requirements

• Support implementation of the European Green Deal, EU Biodiversity Strategy for 2030, EU Nature Restoration Regulation and European Climate Law by improving knowledge of biodiversity status and trends

• Contribute to EU targets: restore significant areas of degraded and carbon-rich ecosystems; prevent deterioration of habitats and species; achieve at least 30% favourable conservation status or positive trend by 2030; cover at least 20% of EU land and sea areas with ecosystem restoration measures by 2030 and all ecosystems in need by 2050

• Address global commitments under the Kunming-Montréal Global Biodiversity Framework and inform nature-based adaptation strategies at local level

• Deliver robust, high-quality in situ data on species and habitats across diverse ecological and geographical settings

• Generate data essential for building, validating and improving indicators and models, and for assessing the effects of drivers of biodiversity decline and policy impacts

• Ensure comprehensive territorial coverage of EU Member States, including different climate zones and lesser-known taxa

• Align data collection, management and sharing with FAIR principles and leverage relevant European research infrastructures

• Enable data use for applied research, innovation, policy evaluation and business activity assessment

• Call type: single-stage HORIZON-RIA under Horizon Europe; opening 6 May 2025, deadline 17 Sep 2025, 17:00 Brussels time

• Type of Grant: HORIZON Action Grant Budget-Based [HORIZON-AG]

• Financial support to third parties (FSTP) may be provided as grants only; max 30% of EU funding allocated to third-party support; max EUR 60 000 per third party; consortia must define selection process for third parties

• Proposals must demonstrate cooperation with the EC Knowledge Centre for Biodiversity and Science Service project Bio Agora, and timely information provision for IPBES

• Projects will be asked to coordinate with selected projects under HORIZON-CL 6-2025-01-BIODIV-05 and relevant ESFRI research infrastructures

• Compliance with Horizon Europe General Annexes (A–G) on admissibility, eligibility, evaluation, legal and financial setup, capacities and exclusions

• Use of EOSC and recommended research infrastructures for data storage and access should be considered where relevant
