Expected Outcomes

Proposals under this topic should deliver results that contribute to all the following expected outcomes:
• Harness the full potential of Artificial Intelligence in all aspects of pandemic preparedness and response, supporting fast-learning systems for scientists, public health responders and policymakers.
• Transform development of medical, social and logistical countermeasures, leveraging quality data to enhance detection, management and monitoring of health emergencies at population level, and diagnosis, treatment and prevention at the individual level.
• Enable European pandemic preparedness and response to benefit from readily available, trustworthy and ethical AI-based tools and technologies that act fast and in a targeted manner, detect emerging infectious threats timely, enable proportionate and effective responses, and control threats efficiently.
• Provide access to, integration of, and analysis of diverse data types from multiple sources and disciplines across the EU and globally, through trustworthy and ethical AI-based tools, to support evidence-based policy and decision making in pandemic preparedness and response.
Funded areas

Scope Requirements

- Develop and expand novel AI-based tools and technologies (including generative AI) and further improve and test existing ones to strengthen pandemic preparedness and response in the EU and Associated Countries.
• Exploit the full potential of diverse data from multiple sources (clinical, epidemiological, environmental, social, logistical) and their combinations across disciplines to improve accuracy of assessments and predictions of pharmaceutical and non-pharmaceutical interventions.
• Address use cases such as forecasting, infectious disease surveillance and monitoring, development of countermeasures, timely diagnosis, disease prognosis and real-time monitoring of adherence to public health recommendations; explore high-impact technologies like air or wastewater real-time monitoring systems.
• Assemble FAIR datasets across the EU and Associated Countries, ensuring quality and representativeness (e.g. COVID-19, Influenza).
• Leverage the European Health Data Space (EHDS) and European Open Science Cloud (EOSC) research environments, ensuring cybersecurity, data privacy, trustworthiness, equity, interoperability and appropriate access modalities.
• Identify and overcome technical, operational and social barriers to cross-border data access and AI-driven solution deployment, within EU legal and societal frameworks.
• Actively involve end-users, policymakers, regulatory authorities and other stakeholders throughout tool development, testing and validation to ensure real-world relevance and uptake.
• Integrate social sciences and humanities expertise to address ethical, behavioural and societal dimensions and to maximise societal impact.
• Detect and mitigate gender, ethnicity and other biases in AI models to ensure fairness, trust and benefit for all population groups.
• Build in mechanisms for collaboration, clustering and joint dissemination with other EU-funded projects; allocate budget accordingly.
• Comply with Horizon Europe admissibility, eligibility, evaluation, and MGA requirements; follow deadlines and submission procedures.

Special Conditions

- Single-stage submission; deadline: 16 September 2025, 17:00 Brussels time.
• Call type: Horizon Europe Research and Innovation Actions (HORIZON-RIA), Horizon Action Grant Budget-Based (HORIZON-AG).
• Eligible beneficiaries: entities from EU Member States, Associated Countries (see Annex B), and any legal entity established in the USA; high-risk suppliers of mobile network equipment are ineligible for topics with communication network protection restrictions.
• If projects use satellite-based earth observation, positioning, navigation and/or timing data/services, beneficiaries must use Copernicus and/or Galileo/EGNOS.
• Proposals including clinical studies must provide clinical study details in the dedicated annex using the provided template.
• Applicants must budget for participation in joint activities (project clustering, workshops, dissemination) with other projects under this topic.
• Participation of SMEs (start-ups, micro, small and medium-sized enterprises) is specifically encouraged.
• Projects must comply with financial and operational capacity requirements (Annex C), exclusion rules and evaluation criteria (Excellence, Impact, Implementation with thresholds of 4 each, cumulative 12).
• Admissibility conditions, page limits and layout per General Annexes A and E and Application Form Part B.
• Applicants must address protection of personal data, cybersecurity, ethical requirements, gender equality and open science practices.
