What is the Live, Virtual, Constructive training interoperability – Joint operations and service-specific solutions Call?

Grant Description
This call supports research actions to develop and demonstrate integrated Live, Virtual and Constructive simulation training capabilities for Multi Domain Operations in a multi-national EU context. It addresses interoperability challenges and gaps, establishes a roadmap and reference architecture, and demonstrates representative LVC training scenarios through advanced technologies such as extended reality, artificial intelligence, big data, and cloud solutions.

Expected Outcomes

Funded projects are expected to deliver:
• A structured European ecosystem supporting military simulation technology and cost-efficient MDO training.
• An EU roadmap for interoperable, flexible and scalable MDO LVC training capabilities in a multi-national context.
• Identification and resolution of specific interoperability challenges and gaps in live, virtual and constructive integrations.
• Incremental interoperability improvements enabling ‘plug-and-train’ of current and future LVC training systems across EU Member States, EDF Associated Countries and NATO.
• Enhanced On-Board and Ground Training systems capabilities through customised federated LVC solutions.
• Integration of advanced training concepts leveraging novel technologies (XR, Big Data, AI, cloud, data links).
• Convergence on training standards, certifications and harmonised EU-level processes for simulation development (EDTIB methods).
• Demonstration and evaluation of a representative MDO combat training scenario in a multi-national context, with metrics for training value and performance.
• A reference architecture and open system approach standardising data exchange, service sharing and cyber security for multi-domain combat simulation.
• Scalable integration of new-generation manned and unmanned assets with improved mission management and tactical environment perception.
• A validated blueprint for persistent, continuous and cost-effective LVC learning environments and a roadmap toward a future common EU training facility.
• Synergies and complementarity with existing NATO and EDF simulation activities, fostering sustained multinational and multi-domain training and an improved lessons-learned process.
Funded areas

Scope Requirements

Proposals must:
1. Investigate solutions in training and simulation for realistic, cost-efficient Multi Domain Operations (MDO) training in a multi-national context.
2. Identify current challenges in integrated LVC for MDO across multiple nations: state of the art, research gaps, needs and requirements.
3. Select one or more specific MDO use cases and achieve an increment in the maturity of the LVC training paradigm, assessing training value for Live and Virtual participants.
4. Consider concepts for manned and unmanned combat platforms (current, emerging and next-generation) operated by EU Member States and EDF Associated Countries.
5. Account for foreseeable evolution of mission systems toward standardised effector interfaces and harmonised EU-level simulation processes.
6. Ensure compliance with NATO standards and other coalition interoperability requirements.
7. Enable extended interaction between heterogeneous collaborative assets across operational domains.
8. Demonstrate LVC growth capabilities by integrating new-generation assets and technological novelties: Big Data, AI, Extended Reality, cloud architectures, tactical data links and interoperability solutions.
9. Meet the following functional requirements:

• Interoperability of heterogeneous live, virtual and constructive systems (manned/unmanned), including coalition scenarios.

• Use of common scenario synchronization protocols and communication services.

• Interoperability with maritime onboard, air embedded and instrumented land live training systems and Distributed Synthetic Training.

• Applicability to next-generation combat mission systems and legacy upgrades.

• Enhanced visual immersion (Extended Reality) and adaptive training capabilities (Big Data analysis, AI).

• Increased connectivity between live and virtual platforms and interconnection of tactical data links with live training platforms.
Additional Conditions for Applicants

Special Conditions

1. Eligibility and admissibility:

• Proposals must comply with EDF Regulation requirements, admissibility conditions (page limits, layout in Part B), and eligible country lists.

• Financial and operational capacity, exclusion rules and LEAR appointment as per sections 6–7 of the call document.
2. Consortium and grant rules:

• Use EDF Research Actions [EDF-RA] single-stage budget-based grant.

• Mandatory use of provided application and budget templates (Part A, Part B, detailed budget table, co-financing declaration, ownership/control declarations, PRS declaration if applicable).

• Consortium Agreement and security screening for classification and PRS access as required.
3. Activity restrictions:

• Only the eligible activity types listed under Article 10(3) are permitted; prototyping, testing, qualification, certification and life-cycle efficiency developments are not eligible.

• Proposals must cover all mandatory design tasks; study tasks are optional but recommended to substantiate design work.
4. Compliance:

• Ensure compliance with NATO interoperability standards, EU security and defence policies, STEP objectives and relevant regulations (EDF Regulation 2021/697, EU Financial Regulation 2024/2509).
5. Deadlines and budget:

• Single-stage call opens 18 February 2025; deadline 16 October 2025, 17:00 Brussels time.

• Indicative topic budget: EUR 15 000 000.
6. Documentation:
