Required Results for Successful Funding

Expected Outcomes

- Increased capacities for participatory, interdisciplinary and transdisciplinary R&I to co-create and co-implement economically viable solutions for soil remediation and green redevelopment of brownfields.
• Greater availability and uptake of practice-oriented knowledge, tools and methodologies by land managers and land users, leading to more effective soil remediation and redevelopment practices.
• Enhanced awareness among policymakers of local soil remediation needs, economic sustainability considerations and best practices, resulting in more targeted and effective policies.
• Direct contributions to the Mission ‘A Soil Deal for Europe’ objectives (especially specific objectives 3, 4, 6, 8) and to European Green Deal targets: EU Soil Strategy for 2030, EU Biodiversity Strategy, Zero Pollution Action Plan, Resource Efficiency Roadmap, proposed Soil Monitoring and Resilience Directive, EU Biotechnology Communication, as well as to SDG 15 (Life on Land) and SDG 3 (Good Health and Well-being).

Scope Requirements

- Address soil remediation and green redevelopment of brownfields located within or near urban boundaries as part of sustainable urban regeneration (New European Bauhaus).
• Expand the network of Mission Soil living labs and lighthouses towards the target of 100 by 2030.
• Propose 4–5 living labs, each comprising 10–20 sites (exceptionally fewer if justified by context), covering a limited, clearly described set of variables (soil challenges, pedo-climatic conditions, land uses, Mission objectives).
• Demonstrate mechanisms for cooperation and cross-fertilisation across living labs, contributing to at least one of the Mission’s specific objectives (particularly objectives 3, 4, 6 and 8).
• Adapt proposed solutions to diverse environmental, socio-economic and cultural contexts.
• Use the soil health indicator set from the Directive on Soil Monitoring and Resilience as a baseline, with additional indicators as needed.
• Integrate social sciences, humanities and arts to foster social innovation, knowledge transfer and behavioural change.
• Run projects over sufficient duration (4+ years) to establish participatory processes and allow soil processes to take effect.
• Build on existing data (national monitoring, LUCAS), collaborate with past Mission projects and engage in Mission Soil clustering activities.
• Liaise with the EU Soil Observatory, produce FAIR data, and prepare practice abstracts in EIP-AGRI format where relevant.

Special Conditions

- Type of action: Horizon Europe Research and Innovation Action (HORIZON-RIA), single‐stage submission, Horizon-AG budget-based grant.
• Proposals must apply the Horizon Europe multi-actor approach throughout the project lifecycle.
• Financial support to third parties (FSTP) allowed up to €200 000 per third party, via calls or justified direct awards; see Annex B General Annexes and AGA.
• Mandatory collaboration with SOILL; details defined during grant preparation.
• Data and outputs must be FAIR and open‐access via the EU Soil Observatory; ensure interoperability with Soil Wise.
• Projects must comply with all applicable General Annexes (Annexes A–G), Horizon Europe Programme Guide, AGA and model grant agreement conditions.
• Evaluation threshold: overall score of 12/15, minimum 4/5 on ‘Excellence’.
• Where relevant to CAP objectives, prepare ‘practice abstracts’ in the common EIP-AGRI format; involvement of EIP-AGRI Operational Groups or equivalent innovation groups recommended.
