Grant Description
This call seeks to select one or more organisations designated by EU Member States to support the EFSA Integrated Data unit by providing data management and analysis expertise. It aims to improve methodologies for the collection, management and analysis of scientific data submitted by Member State competent authorities to EFSA, enhancing data quality and processing efficiency.
Required Results for Successful Funding

Expected Outcomes

- A contractual arrangement appointing one or more organisations to execute the mission of EFSA’s Integrated Data Unit.
• Improved, standardised methods and tools for collection, validation, management and analysis of scientific data submitted by Member State authorities.
• Enhanced interoperability between national datasets and EFSA’s central data warehouses, reducing processing time and errors.
• Delivery of software modules, data pipelines, quality control protocols and user dashboards to support EFSA risk assessors.
• Robust technical documentation, training materials and user guides to ensure sustainable use of new data systems within EFSA.
• Measurable improvements in the timeliness, completeness and reliability of data inputs into EFSA’s scientific assessments.
Funded areas

Scope Requirements

- Applicants must be on the list of Member State–designated competent organisations in accordance with Article 36 of Regulation (EC) 178/2002 and Commission Regulation (EC) 2230/2004 (list available via EFSA’s portal).
• Financial and operational capacity in line with section 2.4 of the call for proposals (including documented track record in managing EU grants and delivering complex data projects).
• No exclusion grounds under the EU Financial Regulation (e.g. no conflicts of interest, no pending fraud investigations).
• Compliance with admissibility conditions on proposal layout and page limits.
• Use of the one-stage electronic submission system of the Funding & Tenders Portal, selecting the correct Type of Action (EUBA) and Model Grant Agreement (EUBA).
• Submission within the window 09 July 2025 to 02 October 2025, 17:00 Brussels time.
Additional Conditions for Applicants

Special Conditions

- Only organisations officially designated by a Member State may submit proposals.
• Proposals must adhere to the draft Framework Partnership Agreement (Annex 1) and draft Specific Agreement (Annex 2) with unit cost financing.
• Applicants must download and complete the official application form templates from the Portal.
• All legal, financial and reporting requirements of the EU Financial Regulation 2024/2509 and the Annotated Model Grant Agreement apply.
• No modifications to the Type of Action or Model Grant Agreement can be made after initiating submission.
• Participation in Q&A and other support channels limited to the official EFSAProcurement@efsa.europa.eu and the Portal helpdesk.
