Required Results for Successful Funding

Expected Outcomes

- Delivery of edge AI chip prototypes at TRL 6–7 embedding non-volatile memories, neuromorphic computing, 3D heterogeneous integration and photonic connectivity
• Successful testing under real-world conditions demonstrating performance, reliability and potential for industrial scale-up
• Use of state-of-the-art Union infrastructures (TEF PREVAIL, Chips for Europe pilot lines) for fabrication, testing and validation
• Demonstration of robust on-device AI: real-time inference, on-device learning and adaptive decision-making with minimal latency
• Achievement of ultra-low power consumption targets suitable for battery-powered and power-constrained edge devices
• Integration of security features ensuring trusted operation in critical environments
• Advancement of next-generation edge AI chips to support applications in 6G mobile networks, autonomous systems, industrial automation and healthcare
• Contribution to Europe’s digital transformation and sustainability objectives through energy-efficient, high-performance secure AI hardware

Scope Requirements

- Achieve Technology Readiness Levels (TRL) 6–7 for AI chip prototypes
• Integrate cutting-edge technologies: non-volatile memory elements, neuromorphic computing cores, 3D heterogeneous integration and photonic interconnects
• Validate prototypes under operational conditions representative of targeted industrial applications
• Use EU-based fabrication and testing infrastructures at leading RTOs, including the TEF (PREVAIL) and Chips for Europe pilot lines
• Demonstrate robust AI functions at the edge: real-time inference, on-device learning and adaptive decision-making with minimal latency
• Reach ultra-low power consumption levels suitable for battery-powered and power-constrained environments, balancing compute performance and energy efficiency
• Align development with Europe’s digitalisation and climate neutrality goals
• Target use cases in next-generation mobile networks (e.g. 6G), autonomous systems, industrial automation and healthcare

Special Conditions

- Admissibility: proposals must comply with page limits and layout rules in Annex A and E of the Horizon Europe Work Programme General Annexes and Part B of the online Application Form
• Eligibility: participation rules per Annex B; non-EU/non-associated country participants subject to specific provisions in the Horizon Europe Programme Guide
• Financial and operational capacity, exclusion criteria: as detailed in Annex C
• Evaluation and award: criteria, scoring and thresholds in Annex D; submission, evaluation processes and indicative timeline in Annex F
• Legal and financial set-up: Model Grant Agreement provisions in Annex G and the Horizon-AG MGA
• Submission model: two-stage call (Stage 1 deadline 29 April 2025 17:00 CET; Stage 2 deadline 17 September 2025 17:00 CET)
• Application/evaluation forms: use the stage-specific standard templates available in the Funding & Tenders Submission System
• Budget: total call funding EUR 20 000 000; individual grants between EUR 1 000 000 and EUR 2 000 000; indicative number of awards 10–20
• Compliance with ethics, IPR, dissemination, exploitation and data management rules of Horizon Europe
