Grant Description
Support for minority co‐productions with Dutch partners, targeting small budget films to boost Dutch creative participation, local spending, and distribution within the Netherlands.
Required Results for Successful Funding

• Completion and Dutch release of up to four minority co-produced feature films or audiovisual projects annually.

Funded areas

Scope Requirements

• Applicant: a legal‐entity production company (not a sole proprietorship or general partnership) based in the Kingdom of the Netherlands, an EU/EEA member state, or Switzerland for at least two years, with a track record of continuous production and exploitation of films/audiovisual works.

• Representation: must be co-produced by and represented locally by a Dutch minority co-producer who has previously been the majority producer responsible for at least one feature film released theatrically in the Netherlands.

• Prior support: project must have received prior development support from the HBF Development scheme.

• Budget cap: total production budget must not exceed €1,000,000.

• Cost limits: combined overhead and producer’s fee may not exceed 10% of the grant amount.

• Dutch spend: at least 50% of the granted funds must be spent in the Netherlands (e.g., crew, cast, facilities).

• Release requirement: production must be released in the Netherlands, either theatrically, non‐theatrically, or both.

• Financing: full and unconditional financing commitments from third parties must be secured within 15 months of the grant decision (short extensions permitted only if full financing is imminent).

• Annual quota: maximum of four minority co-productions may receive a realisation contribution each calendar year.

• Maximum contribution per project: €75,000.

• Annual cap: only four minority co-productions funded per year.

• Application timing: submissions accepted only on specified application dates, before 17:00 CET on the deadline day (e.g., 06 October 2025 at 17:00).

• Representation rule: applicant’s local representation by a Dutch minority co-producer is mandatory.

• Prior development support from HBF is compulsory.
