Grant Description
Support basin-specific coordination and governance activities for the second phase of the Mission to restore our ocean and waters by 2030 through four lighthouse hubs. Activities include replication and upscaling of innovative solutions, demonstration and testing, access to finance, knowledge transfer, stakeholder engagement, governance strengthening, monitoring, networking and cooperation across sea and river basins.

Expected Outcomes

Project results are expected to contribute to all of the following outcomes:

• Enhanced ‘lighthouse’ basin approach, strengthening basin-scale cooperation and governance, and implementing the full set of Mission Ocean and waters objectives.

• A clear structuring effect, advancing or consolidating national and regional hubs to align policies, initiatives and actions at EU, national and local levels.

• Well-coordinated basin activities underpinned by a consistent monitoring framework to assess progress towards Mission targets.

• Effective provision of technical services, governance models and business models to local stakeholders, ensuring sustainable socio-economic development of basins.

• A well-functioning basin-scale innovation ecosystem attractive to investors and businesses.

• Increased awareness of the Mission and active citizen involvement at sea/river basin scale.

• Greater coordination and collaboration between the four lighthouses and increased participation of public procurement bodies, accelerating uptake of innovative solutions.

• Strengthened regional implementation of the UN Decade of Ocean Science for Sustainable Development 2021-2030."}]}{

Scope Requirements

• Consortium must bring together complementary public and/or private organisations and networks with heterogeneous expertise to support the continuity of the four existing lighthouses (Atlantic-Arctic, Mediterranean, Baltic-North Sea, Danube-Black Sea) and expand their mandate to all Mission objectives in preparation for the deployment and upscaling phase (2026-2030).

• Proposals must provide a broad portfolio of support measures at basin scale to ensure replication and upscaling of innovative solutions across all three Mission objectives (ecosystem restoration, zero pollution, carbon-neutral circular blue economy).

• Transboundary coordination and cooperation across regions is required to resolve shared water challenges across the inland-sea continuum.

• Activities and results must demonstrably contribute to achieving the Mission’s 2030 targets and align with the Mission implementation plan, including possible cooperation with European research infrastructures (ESFRI).

• Proposals must build on existing governance structures, networks and outputs from previous Mission work programmes (Prep4Blue, Blue Mission AA, Med, BANOS, EcoDaLLi) and follow FAIR data principles, including compatibility with the European Digital Twin Ocean, EMODnet and EOSC.

• Type of Action: HORIZON-CSA (Coordination and Support Action) under Horizon Europe; lump sum funding model; single-stage submission.

• Submission window: opening 07 May 2025, deadline 24 September 2025, 17:00 Brussels time.

• Indicative budget for CSA topic HORIZON-MISS-2025-03-OCEAN-07: EUR 14.2 million, funding one project of EUR 3.0–3.55 million.

• Admissibility: proposals must respect page limits and layout defined in Work Programme Annexes A, E and application form Part B.

• Eligibility: consortia must comply with country eligibility (Annex B), financial and operational capacity (Annex C), and exclusion criteria; at least one project to be funded per sea/river basin if meeting thresholds.

• Evaluation: awarded on quality and impact against Horizon Europe criteria, with portfolio balancing across the four basins (Atlantic-Arctic, Mediterranean, Baltic-North Sea, Danube-Black Sea).

• Grant conditions: lump sum financing as per HE Simplified Costs Decision, MGA HE-AG-LS; all results to be disseminated and shared under FAIR principles.
