Required Results for Successful Funding

Expected Outcomes

• Improved knowledge of regional pathways for the use of Ozone Depleting Substances and fluorinated greenhouse gases, mitigation options, resulting emissions and their interaction with energy-system decarbonisation
• Enhanced modelling capacity for ODS and F-gas use in the refrigeration, air conditioning and heat pump sectors, providing Parties to the Montreal Protocol with national-level tools to inform ambitious Kigali Agreement implementation (including transition to natural refrigerants) and to explore synergies with the decarbonisation goals of the Paris Agreement
Funded areas

Scope Requirements

• Improve the knowledge base of regional F-gas and ODS use and emission pathways under: baseline (current policies), Kigali Agreement targets, and more ambitious scenarios
• Cover all main world regions, at minimum separating Article 5 and non-Article 5 Montreal Protocol countries and, where possible, further subdividing by climate conditions
• Include all fluorinated greenhouse gases, both those regulated under the Montreal Protocol (HFCs, ODS) and those under EU Regulation 2024/573
• Assess interactions with the energy system: deployment of HFC alternatives in RACHP equipment and impact on energy efficiency; deployment of SF₆ or alternatives in electrical switch-gear; consider PFAS emission implications
• Provide detailed technology insights, including F-gas-free alternatives and their deployment potential
• Develop or expand modelling tools that represent national-level use of F-gases and alternatives in the RACHP sector, enabling Parties (including Article 5 Parties) to evaluate mitigation options and their interactions with energy system decarbonisation
• Ensure outputs adhere to FAIR principles, with open access to publications, data, software, models, algorithms, workflows, protocols, etc.
• Plan and resource networking, intercomparison, joint activities and clustering with other relevant projects (Horizon Europe and beyond) to maximise synergies

• Lump-sum funding model under Horizon Europe (per Decision of 7 July 2021)
• Admissibility, eligibility, financial capacity and exclusion criteria per Horizon Europe General Annexes (Annexes A–C)
• Proposal page limits and layout as described in Annex A and E of the Work Programme General Annexes and Part B of the application form
• Evaluation criteria, scoring and thresholds per Annex D; submission and evaluation processes per Annex F; open science obligations per Annex G
• Open access required for new or substantially improved modules, models or tools, including documentation, model code and input data
• All outputs managed according to FAIR principles
• Proposals must earmark resources for networking, intercomparison, joint activities and clustering with other projects, especially on energy efficiency of equipment, electricity grids and safe chemical use
• Model Grant Agreement, application and evaluation forms templates available in the submission system
