What is the Monitoring and Evaluation of the Societal Readiness Pilot Call?

Grant Description
This coordination and support action aims to analyse and evaluate how Societal Readiness is addressed in pilot R&I projects in the areas of climate, energy and mobility. It will assess interdisciplinary collaboration between STEM and social sciences and humanities partners, identify challenges and best practices, produce mid‐term and final recommendations, organise annual workshops, and set up a public web platform as a one‐stop shop for Societal Readiness guidance.
Required Results for Successful Funding

Expected Outcomes

• A comprehensive overview for the European Commission on how SR is addressed and integrated in the eight piloted projects, including main challenges and concerns.
• A proven strategy for intensified, in-depth interdisciplinary collaboration between STEM and SSH partners in R&I projects.
• Evidence that all relevant project constituencies and societal stakeholders have been integrated holistically to secure broad, sustainable support for SR activities.
• A publicly available web platform acting as a one-stop shop for SR guidance, featuring pilot experiences, success stories, do’s and don’ts, tips and tricks for future EU projects.
• A sound, clear, replicable SR procedure (implementation and content level) presented as an improvement over the current approach for future EU-funded R&I projects.
• Mid-project recommendations providing preliminary directionality for upcoming SR initiatives.
• A published guide with concrete tips on efficient and accepted interdisciplinary SR practices for future consortia and external actors.
• Final, practical recommendations to the European Commission outlining improvements to the SR approach—addressing identified shortcomings, leveraging successful elements, ensuring simplicity, understandability and replicability across technologies and application fields.
• An analysis of the added value of SR pilot topics compared to SSH-flagged topics and other national SR routes, contributing to the robustness of future policy decisions.
• A framework for ongoing monitoring of SR pilot projects funded under subsequent Horizon Europe work programmes.
• Strengthened stakeholder trust and engagement through direct bilateral interactions capturing non-documentary insights.
• Enhanced potential for societal uptake of R&I results by embedding SR principles throughout the project lifecycle.

Scope Requirements

• Coverage of eight pilot topics from the Horizon Europe 2025 Climate, Energy and Mobility Work Programme (estimated 18 projects).
• Use of definitions and instructions from the Horizon Europe Main Work Programme 2025 introduction for Cluster 5 pilot topics.
• Analysis must address all specified actions: consolidated content/implementation/methodology review, SSH-STEM interaction assessment, SR vision comparison, implementation evaluation, mid-project recommendations, interdisciplinarity mechanisms analysis, added-value benchmarking, direct interactions, web platform development, workshops, publication of practical tips, final EC recommendations, future monitoring.
• Interdisciplinary collaboration: active involvement of both STEM and SSH disciplines, including SSH experts.
• Integration of all relevant societal stakeholders and project constituencies to ensure broad support.
• Development and maintenance of a public web platform as a one-stop SR resource.
• Organisation of three annual physical workshops, covering travel costs.
• Bilateral stakeholder discussions to collect non-documentary insights.
• Benchmarking against SSH-flagged topics and national SR routes.
• Duration: 42 months.
• Single-stage application under a Horizon Lump Sum Grant (AG-LS).

Special Conditions

• Applicants must sign a declaration of confidentiality to access pilot project Descriptions of the Action.
• Lump sum funding modality (Horizon AG-LS) with no reporting of actual costs.
• Single-stage call; deadline 20 January 2026 at 17:00 Brussels time.
• The action is limited to Cluster 5 pilot topics and related projects listed in the call text.
• Mandatory inclusion of SSH expertise to lead monitoring and evaluation activities.
• Travel and subsistence for workshop participants must be covered within the lump sum budget.
• Public web platform content must be regularly updated and accessible.
• Proposed action must adhere to the overall Societal Readiness vision (inclusive, transparent, socially driven R&I).
• Recommended action duration is 42 months; deviations must be justified.
• The final recommendations must balance improved SR implementation with low complexity and high replicability.
• All deliverables (mid-terms, reports, publications, platform) must be in English.
