Expected Outcomes

Researchers gain concrete career prospects, increased stability, diverse academic and non-academic pathways, enhanced research-related, academic and transferable skills, and greater autonomy. Participating organisations achieve better alignment of recruitment, career accession and progression practices with the European Charter for Researchers, the 18 December 2023 Council Recommendation and the Agreement on Reforming Research Assessment; increased global attractiveness, visibility and reputation; stronger research, innovation and teaching capacity and output; heightened contribution to local, regional and national socio-economic ecosystems; and reinforced synergies across institutional research, management and teaching structures.

Scope Requirements

Objective: counter brain drain and career precarity by making Europe attractive to top young talents. Eligible applicants: research-performing organisations proposing MSCA Choose Europe for Science co-funded talent recruitment programmes in any discipline. Programmes must comprise two phases (24–36 months EU-funded; 24 months institution-funded), target doctoral-degree holders, and demonstrate enhancement of R&I human resources at institutional, regional, national or international level. Candidate selection: open, competitive, merit-based, transparent international peer review, excellence-driven, and aligned with local HR needs as identified in institutional/regional/national strategies. Vacancy notices must list required local HR needs and gross salaries for both phases, and be advertised internationally (including EURAXESS). Career Development Plans must be maintained throughout and outline projected progression paths. Alignment with the European Charter for Researchers, the Council Recommendation of 18 December 2023 on attracting and retaining talent, and the Agreement on Reforming Research Assessment is required (alignment with the latter encouraged).

Special Conditions

EU funding covers only the minimum gross salary in Phase 1; Phase 2 salaries must be financed by the host institution with competitive rates and proven internal or external funds. Vacancy notices must transparently list gross salaries (net salary plus employee contributions) for both phases and HR needs, and be widely advertised internationally (e.g., EURAXESS). Career accession and progression systems must be fair, equal, inclusive, transparent, and structured in line with the 18 December 2023 Council Recommendation, the European Charter for Researchers, and the Agreement on Reforming Research Assessment. Programmes must offer pathways to open-ended contracts, subject to assessment. A Career Development Plan must be updated and maintained during the entire programme. Proposals must demonstrate alignment with institutional, regional or national HR strategies. Adherence to MGA Type: HORIZON-AG-UN and Horizon TMA MSCA Cofund Postdoctoral rules.
