What is the MSCA4Ukraine Fellowships 2025 Call?

This call aims to respond to the crisis faced by displaced researchers from Ukraine by funding host organisations in EU Member States and Horizon Europe Associated Countries to provide fellowships. Required Results for Successful Funding

Expected Outcomes

• Protection of displaced researchers from Ukraine by enabling them to continue research in academic or non-academic organisations in EU Member States or Horizon Europe Associated Countries through dedicated fellowships, and facilitating reintegration to Ukraine when safe.

• Strengthened integration and closer cooperation between the EU and Ukrainian research and innovation communities.

• At individual level: acquisition of new research and transferable skills and competences, leading to enhanced employability and career prospects both in and outside academia, and contributing to the rebuilding of Ukraine’s R&I sector.

• Generation of new knowledge with potential for conversion into products and services, where relevant.

• Enhanced networking and communication capacities with scientific peers and the general public, broadening the impact of research and innovation activities.
Funded areas

Scope Requirements

• Target beneficiaries: doctoral candidates (enrolled in a doctoral programme) and postdoctoral researchers (holding a doctoral degree) who are either Ukrainian nationals, stateless persons, or third-country nationals resident in Ukraine, and displaced on or after 24 February 2022.

• Host organisations: any academic or non-academic legal entity established in an EU Member State or Horizon Europe Associated Country to recruit researchers; other organisations (including in third countries non-associated to Horizon Europe) may host researchers for short-term secondments; Ukraine-based organisations are encouraged to host fellows if conditions allow.

• Research domains: open to all fields of research and innovation; activities must align with MSCA principles (scientific excellence, skills and career development, inter-sectoral mobility, equal opportunities, inclusiveness, attractive working conditions, work/life balance, open science, innovation, entrepreneurship).

• Fellowship duration: maximum 2 years per researcher; secondments up to one-third of the fellowship duration.

• Action duration: 36 months.

• Financial envelope: EUR 10 000 000 (indicative); maximum EUR 2 000 000 per third-party beneficiary; total contributions per call to third parties between EUR 9.5 million and EUR 10 million.

• Consortium: may be a single beneficiary or a consortium; maximum one project per applicant; third parties will be selected via a sub-call.

Special Conditions

• Only legal entities (organisations or consortia) may apply; proposals from individual researchers are ineligible.

• Support to third parties must be provided as unit contributions in line with the Decision of 11 March 2021 on lump sum and unit contributions for MSCA; the same unit costs as MSCA Doctoral Networks and Postdoctoral Fellowships apply.

• Displacement eligibility: researchers must have been displaced from Ukraine on or after 24 February 2022.

• Compliance with Horizon Europe General Annexes (Annexes A–G): admissibility, eligibility, exclusion, evaluation and award criteria, legal and financial set-up, model grant agreements (HORIZON-CSA and HORIZON-AG).

• Proposals must be submitted via the Funding & Tenders Portal by 16 September 2025, 17:00 Brussels time, following single-stage deadline model.

• Eligible countries: as listed in Annex B; specific provisions for non-associated third countries apply.

• Maximum of one project funded per applicant; awarded beneficiaries must organise an open and transparent call to award fellowships to third parties.

• Researchers’ working conditions, salaries, social security and career development must comply with the applicable MSCA rules and national legislation.
