Grant Description
This Coordination and Support Action funds the establishment of a Europe-wide network of National Contact Points for Civil Security Research to professionalise and harmonise services, break geographic silos, share best practices, collect evidence-based feedback, organise matchmaking events and improve awareness of funding and innovation uptake in collaboration with the CERIS initiative. The action will deliver a sustainable cooperation model beyond the project lifetime.

Expected Outcomes

• Improved and professionalised NCP services (knowledge, experience, skills) across Europe, simplifying access and lowering barriers for newcomers, raising proposal quality.
• Harmonised, trans-national cooperation among NCPs and support for national security R&I communities to gather practitioner and industry inputs and convey capability needs.
• Increased cooperation of NCPs with national initiatives and EU initiatives (CERIS), providing seamless, timely, evidence-based feedback to EU security research programming across all governance levels.
• Systematic assessment of stakeholder needs and enhanced visibility of capability gaps, technology solutions and research needs at national, regional and local levels.
• Raised awareness of EU funding opportunities for civil security research and innovation.
• Enhanced visibility of innovation-uptake success stories from national actors in EU-funded security projects.
• Reduced geographical fragmentation of the civil security R&I community through cooperation with national security R&I communities and broad participation of ecosystem stakeholders.

Scope Requirements

• Applicants must be officially nominated Horizon Europe NCPs for Cluster 3 from EU Member States or Associated Countries.
• Proposals must link NCPs with existing or newly established national security R&I communities and practitioners.
• Establish strong collaboration with CERIS and national stakeholders to aggregate capability gaps, solutions and research needs at local, regional and national levels and integrate them into the EU picture.
• Facilitate trans-national cooperation between NCPs, covering the full spectrum of Civil Security for Society topics (may build on SEREN 5).
• Organise matchmaking activities per Annex IV of the NCP Minimum Standards and Guiding Principles.
• Include both experienced and less-experienced NCPs in the consortium.
• Develop a model for sustainable cooperation and enlargement of national communities beyond the project lifetime and independent of EU security research funding.
• Recommended project duration: 3 years.
Additional Conditions for Applicants

Special Conditions

• Only one project will be funded under this call.
• Applicants must meet admissibility (page limits, layout – Annex A/E), eligibility (NCP status – Annex B) and exclusion (Annex C) criteria of Horizon Europe.
• Use the HE CSA standard application and evaluation templates; adhere to the annotated Model Grant Agreement rules.
• Provide financial support to third parties only as prizes/grants (max EUR 60 000 per third party – Annex G).
• Complete and justify the Annex “Information about security practitioners” in the submission tool.
• Coordinate with National Coordination Centres as per Regulation (EU) 2021/887 once applicable.
• Demonstrate operational and financial capacity; respect EU financial regulations and Horizon Europe MGA provisions.
• Align all activities with NCP Minimum Standards and Guiding Principles and ensure compliance with Funding & Tenders Portal terms.
