Required Results for Successful Funding

Expected Outcomes

Successful projects will:

• Accelerate adoption of commercial high-tech propulsion and power components in naval contexts by navalising and integrating them into hybrid modular systems.

• Produce and validate prototype architectures, digital twins and physical testbeds for combined hybrid propulsion and DC power systems, demonstrating well-to-wake GHG and hazardous emission reductions in peacetime and full power delivery with autonomy and survivability in wartime.

• Enhance military performance criteria across vessel classes (from high-speed combat craft to destroyers) by improving top/cruise speeds, acceleration/deceleration behaviour, weight/volume, noise, infrared and electromagnetic signatures, and radar cross-section.

• Demonstrate safe integration of alternative fuels (e-fuels, methanol, hydrogen derivatives) and energy storage (batteries, super-capacitors, flywheels) with robust fire, toxicity and shock-resilience measures.

• Deliver optimized energy efficiency, life-cycle costs, maintenance regimes, modular upgrade pathways and clear metrics for range, autonomy, MTBF/MTTR, service life and overhaul intervals.

• Provide methodological blueprints for coordinated multi-site testing and digital-physical co-development, incorporating AI-driven control strategies, fault-forecasting models and cyber-security resilience assessments.

• Lay the groundwork for future EDF and national defence R&D programmes by supplying de-risked key technology building blocks, validated test protocols and a harmonised technical framework for hybrid naval propulsion and power systems.
Funded areas

Scope Requirements

Proposals must deliver:

• A joint digital simulation environment, integrating data-driven civilian modelling methods and inputs from national/EU research programmes.

• A methodology for coordinating and utilising geographically dislocated test facilities to de-risk subsystems and validate system-level integration under military performance criteria (autonomy, survivability, noise, infrared, electromagnetic and RCS signatures).

• An integrated DC power system architecture (LV/HV grid) with fault-protection strategy, control algorithms and hardware components optimized for energy efficiency and minimal signatures.

• Prototypes and demonstrations of power sources: high-speed dual-fuel (methanol/synthetic e-fuel) combustion engines, gas turbines on sustainable fuels, fuel cells, batteries, and optional hybrid energy storage (super-capacitors/flywheels).

• (Optional) AI-based control systems leveraging physical models to optimise fuel consumption, GHG emissions, safety and operational readiness.

• Coverage of all mandatory study and design task clusters as listed: DC-grid power quality, fault simulations, shore connections, peak-load behaviour; alternative fuel chains; LCA; energy monitoring; gearbox integration; supply-chain material criticality; safety best practices; cyber-security vulnerability assessment.

• Demonstrable synergies and complementarity with existing civilian, commercial and EU defence-related R&D projects.
Additional Conditions for Applicants

Special Conditions

• Admissibility: proposals must comply with page limits, formatting and submission procedures as per Section 5 and Part B of the call document.

• Eligibility: only entities from eligible Member States and associated countries, meeting the financial and operational capacity, may participate; ownership and control declarations are required where applicable.

• Funding model: EDF lump-sum grant under MGA EDF-LS, with fixed EU contribution (indicative budget EUR 20 million per sub-topic) and no cost reports.

• Consortium requirements: mandatory involvement of beneficiaries covering both studies and design/prototyping/testing tasks; use of provided templates (application form, budget table, declarations).

• Security and IP: compliance with the STEP Regulation target area “Clean Technologies,” the EDF Programme Security Instruction, and Commission policies on data handling, IPR and co-financing declarations.

• Complementarity: proposals must justify how they build on and add value to ongoing civilian and EU R&D, ensuring no duplication and clear exploitation pathways.
