Grant Description
The Netherlands Film Production Incentive offers a cash rebate to national and international film and high-end television productions that spend production costs in the Netherlands. It aims to boost the Dutch film sector’s attractiveness by supporting production activity, developing film talent, and enhancing diversity, quality and collaboration within the industry.

Scope Requirements
• Applicant: independent production company (legal entity, not sole proprietor or general partnership), based at least two years in the Kingdom of the Netherlands (including Bonaire, Sint Eustatius and Saba), EU/EEA or Switzerland. Represented by a producer with main responsibility on ≥1 prior majority film (≥€500 000 budget, Dutch cinema release).
• Genre & Budgets: feature or long animation – total production costs ≥€1 000 000 and qualifying costs ≥€150 000; long documentary – total costs ≥€250 000 and qualifying costs ≥€100 000.
• Financing: at least 50% of budget unconditionally committed in writing; at least two non-affiliated financiers; minority co-productions must guarantee cinema release in country of origin (non-theatrical release allowed in NL).
• Points system: applications must score ≥75 points (including at least two main functions, one for minority international productions spending ≥€1 000 000 in NL), and pass the independence test.
• Budget & Caps: maximum rebate of 35% of qualifying costs, up to €3 000 000 per company per year; annual fund for film €19.3 M (four rounds of €4.8 M each plus €1.45 M extra in Rounds 2–4); international co-productions prioritized up to 70% of round budgets.

Special Conditions
• Independence: applicant must demonstrate overriding decision-making power over content, production and execution via an independence test annex.
• Cinema release: guaranteed minimum 12-week theatrical window in NL (or home-country theatrical plus NL non-theatrical for minority co-productions).
• Production commitment: project must be fully financed within six months of decision and before shooting start; final spending audit determines the actual rebate (never exceeding approved +10%).
• Delivery & timing: implementation agreement signed before production, final completion and release within 24 months; unscheduled or altered projects forfeit funding.
• Annex requirements: must submit points-system score sheet, independence test, script, synopsis, CVs, rights agreements, budget & financing plans, production schedule, distribution agreement and any co-production/intra-group declarations. No concurrent pending applications under another Fund scheme.
