Expected Outcomes

Scope Requirements
• Producer: has in past 7 years led at least one majority film (budget ≥€500k + cinema release) and/or one majority TV series at equivalent minute-price publicly released on NL television/VOD
• Project: high-end TV series or single episode, fully developed artistically, with guaranteed NL broadcast (and ≥2 countries for co-productions)
• Minimum production budgets per broadcast minute: documentary €4,000; animated €8,000; children’s drama (10–25 min) €10,000 or >25 min €8,000; other drama €12,000; single episode ≥€1 million total
• Financing: ≥50% of budget unconditionally committed by third parties at application
• Eligibility score: minimum 75 points via automatic points system (including ≥2 main creative/technical functions; in certain co-productions only 1 main function required)
• Completion: full financing secured within six months of decision, series completed and publicly aired within 36 months
Special Conditions
• Excludes cost centres 1000 & 1100 and non-qualifying costs per Annex 1 of Regulations
• Independence test must demonstrate applicant’s creative control over content, production and execution
• Implementation agreement with detailed grant obligations required before first payment; final payment based on audited qualifying NL spend (allowed +10% tolerance)
• Functions in crew/cast must be separate from co-producer teams (incentive principle)
• Applications subject to deadlines (next: 27 Oct 2025, 17:00 CET) and may be resubmitted if initially rejected
