Required Results for Successful Funding

Expected Outcomes

• Consolidated knowledge and state-of-the-art descriptions of carbon farming and agricultural, forestry and livestock emission-reduction practices are available to land managers, farmers, forest owners and the Commission’s Expert Group on carbon removals.

• Enhanced uptake by land managers across Europe of carbon farming and emission-reduction practices, supported by the development of harmonised standards.

• Increased capacities of land managers for measuring, monitoring and standardising carbon fluxes at landscape level, enabled by a robust, transparent data collection network and improved (new) data collection methodologies.

Scope Requirements

• Contribute to Mission ‘A Soil Deal for Europe’, specific objective 2 “conserve soil organic carbon stocks”.

• Support design and implementation of soil-health-improving innovative carbon farming practices in line with the EU Carbon Removal and Carbon Farming (CRCF) Regulation and the Commission Communication “A Vision for Agriculture and Food”.

• Contribute to SDG 13 (Climate Action) and SDG 15 (Life on Land), ensuring carbon farming generates co-benefits for biodiversity protection, ecosystem restoration, soil health and land degradation avoidance.

• Standardise methodologies and rules for monitoring, reporting and verification (MRV) of carbon sequestration gains/losses and GHG emission reductions, delivering transparency, environmental integrity and alignment with the EU climate regulatory framework (Effort-Sharing Regulation, LULUCF, climate neutrality by 2050).

• Advance preparation and future updating of high-quality carbon farming certification methodologies (e.g. peatland rewetting, agroforestry) and pilot methodologies for livestock emission reduction by 2026.

• Maintain and expand the stakeholder network established by CREDIBLE, ensuring continuous input to policy and methodology updates through feedback from actors applying the CRCF methodologies.

• Implement a multi-actor co-creation process throughout the project: genuine involvement of end-users (farmers, foresters, advisors, land managers, policymakers, civil society, industry, educators, etc.) from planning through implementation, dissemination and exploitation.

• Deliver practical, ready-to-use knowledge, tools and products, easily understandable and freely accessible, with clear roles for non-scientific actors and cross-fertilisation of skills between science and practice.

• Ensure open access, longevity, sustainability and interoperability of knowledge and outputs via close collaboration with EUSO and Soil Wise.

• Cover carbon removals and emission reductions in all relevant LULUCF categories and across nutrient and mass-flow chains (crop, feed, stable, biogas, fertilisers, residues, humus), including value creation processes.

• Type of action: Horizon Coordination and Support Action (HORIZON-CSA) under Lump Sum Grant (HORIZON-AG-LS).

• Single-stage submission: opens 06 May 2025; deadline 30 September 2025, 17:00 Brussels time.

• Budget: indicative € 6 000 000 lump sum; number of grants: around 1.

• Proposal page limits and layout per Annex A/E of Horizon Europe Work Programme General Annexes and Part B of the Application Form.

• Eligibility: countries listed in Annex B of General Annexes; financial and operational capacity per Annex C; evaluation criteria, scoring, thresholds per Annex D; submission and evaluation procedures per Annex F.

• Costs: lump sum model governed by the Decision of 7 July 2021; use the standard HE CSA application and evaluation forms; follow the Model Grant Agreement (MGA) for lump sums.

• Mandatory multi-actor approach: genuine and sufficient involvement of a balanced consortium of relevant key actors (scientists and practitioners) over the full project lifecycle; describe methods to facilitate engagement and co-creation.

• Proposals must demonstrate a route to self-sustainability of activities, co-ownership of results, open access and FAIR data principles.

• Mandatory collaboration with specified past and ongoing EU projects and initiatives, and engagement with the Mission Secretariat, Mission Soil platform, EUSO and Soil Wise.

• Proposals must prepare ‘practice abstracts’ in the EIP-AGRI format for CAP dissemination and, where relevant, involve EIP-AGRI Operational Groups or equivalent innovation groups.
