What is the Next generation testing capabilities in strategic EU wind tunnels Call?

This topic supports research and innovation actions to develop new and adapted testing capabilities for next generation climate neutral aviation. Projects will update and advance strategic European testing infrastructures—particularly wind tunnels—by developing new instrumentation, testing procedures and digital tools. Required Results for Successful Funding

Expected Outcomes

Project results should deliver new and adapted testing capabilities that contribute to all of the following:

• Airframe-transformative technologies, including integrated airframe–propulsion configurations.

• High aspect-ratio and/or highly flexible unfuelled wings (e.g., for liquid hydrogen aircraft).

• Distributed hybrid/electric propulsion concepts and demonstrators.

• Improved understanding and mitigation of airframe and propulsion aeroacoustics.

• Further advancements in experimental simulation capabilities to accelerate development of novel low-emission aircraft and reduce lead times.
Funded areas

Scope Requirements

Projects must:

• Focus on strengthening and updating EU strategic testing capabilities (wind tunnels, propulsion rigs) only—no funding for buildings, civil works or auxiliary facilities.

• Align with the updated Clean Aviation Strategic Research and Innovation Agenda and Flightpath 2050 climate-neutral aviation goals.

• Address one or more of the following priority areas:
– Airframe-transformative technologies and integrated airframe-propulsion concepts;
– High aspect-ratio and/or highly flexible unfuelled wings;
– Distributed hybrid/electric propulsion systems;
– Boundary layer ingestion and ground-effect aircraft architectures;
– Airframe and propulsion aeroacoustics;
– Advanced experimental simulation capabilities to shorten development lead times.

• Exploit synergies with existing EU (e.g., RINGO, Clean Aviation) and national projects where relevant.

• Where multiple testing facilities participate, establish and agree on common technical interfaces, data exchange formats and system architectures.
Additional Conditions for Applicants

Special Conditions

Applicants must comply with all general and call-specific conditions of Horizon Europe, including:

• Admissibility: Proposal page limits and layout as per Annex A and E of the Work Programme General Annexes and Part B of the application form.

• Eligibility: Participating entities must be from countries listed in Annex B; non-associated third countries only if funding provisions exist.

• Financial & operational capacity, exclusion criteria: per Annex C of the Work Programme General Annexes.

• Evaluation & award: Criteria, scoring, thresholds (Annex D); processes and timelines (Annex F).

• Funding model: Lump-sum contributions as defined in the 7 July 2021 Decision; eligible costs and simplified cost rules per Annex G.

• Use of application, evaluation and MGA templates specific to Horizon RIA and lump-sum grants.

• No specific conditions beyond general model grant agreement requirements.
