Expected Outcomes

• Defence research outputs that address hybrid warfare challenges or adapt high-value civil technologies to defence use cases.
Scope Requirements
2. Include projects in any area of defence interest.
3. Welcome add-on research to adapt and spin-in technologies or concepts originally developed for civil applications but not yet applied in defence, provided applicants hold the necessary access and commercialisation rights to predecessor project results funded under EU civil programmes.
4. Proposals may integrate or build on results from EU-funded civil-sector projects, with explicit demonstration of rights to exploit those results.
Special Conditions
• Eligibility: applicants must meet country, legal, financial and operational capacity requirements (section 6 and 7).
• Evaluation: follows procedures in section 8 (submission and evaluation process) and Online Manual; award criteria, scoring and thresholds in section 9; indicative timeline in section 4.
• Grants set-up: legal and financial framework per section 10; use EDF Lump Sum Grant MGA (EDF-LS, EDF-AG-LS).
• Mandatory use of provided templates and annexes (application form, detailed budget table, participant information, resource lists, declarations).
• Single-stage submission only; deadline 16 October 2025, 17:00 Brussels time.
• Total indicative budget: EUR 34 000 000.
• Proposals must not cover studies only; must include a clear WBS linked to eligible activities and objective completion criteria; must describe target functionalities and progress measurement.
