Required Results for Successful Funding

Expected Outcomes

Scope A & B projects will deliver fully operational, tested integrated renovation services and trigger pilot investments before project end; upgrade local service offerings relative to national OSS standards; establish robust, long-term partnerships with market and public actors; demonstrate economically viable business models with minimal subsidy reliance; raise end-user awareness and trust via quality-assurance and consumer-protection mechanisms; publicly release service performance data to aid replication; and show market recognition through growth in contacts, conversion rates and willingness-to-pay. Quantified results (at project end and 5-year follow-up) must include: FTE hours of in-person support; number of dwellings served; initial contacts; on-site visits (Scope A); implemented investment projects; conversion rates; cumulative investment value (€ million); average energy savings (%); plus common CET indicators (primary/final energy savings, renewable generation, GHG emission reductions, sustainable energy investments). Scope C projects will expand a Europe-wide community of practice deeply embedded in local ecosystems; publicly provide data and guidance to facilitate OSS replication; evidence market recognition of integrated services; and quantify impacts via: stakeholder numbers, diversity and engagement quality; collective outputs (guidance, tools, policy contributions); legislative/regulatory inputs; national capacity-building initiatives; communication materials; and common CET indicators (investment value, energy savings, renewables, GHG reductions). Projects must demonstrate replicability, policy influence, and alignment with broader EU clean energy objectives.
Funded areas

Scope Requirements

Proposals must specify and fully address one of three mutually exclusive scopes:

Scope A – Integrated Home Renovation Services for private non-professional homeowners:

• Cover the entire customer journey for single- or multi-family buildings (including “complex” and targeted subsets such as condominiums and energy-poor households).

• Set up dedicated structures (public or private, for-profit or not-for-profit) providing proactive onsite and online technical, financial and contractual support through to works supervision and quality assurance.

• Exclude proposals limited to generic information, diagnoses or internet-platform-only solutions.

Scope B – Integrated Energy Upgrade Services for professional rental housing owners:

• Tailor service offers to local rental-housing specifics (private landlords, cooperatives, social housing operators, property managers).

• Go beyond first-level information and generic diagnoses to develop strategic partnerships (construction and finance), bespoke financial/fiscal schemes, governance frameworks for co-owners and tenant participation, robust business models and consistent investment returns.

• Exclude purely informational or platform-only approaches.

Scope C – European Community of Practice for Integrated Home Renovation Services:

• Consortia of at least three applicants from three different eligible countries (single-country or single-applicant proposals not allowed).

• Build upon and coordinate with the EU-PEERS platform to expand a knowledge hub that gathers, consolidates and disseminates operational guidance, tools and best practices across under-covered Member States.

• Organise EU- and national-level knowledge exchange, mentorship and capacity-building events; develop policy contributions, training programmes and communication materials; align with EED and EPBD transposition and other EU initiatives.

Special Conditions

Admissibility and eligibility conditions apply (proposal page limits/layout; eligible countries; financial and operational capacity checks; exclusion grounds). Proposals under Scopes A and B may be submitted by single applicants or single-country consortia; Scope C requires multi-country consortia (minimum 3 countries) and only one proposal will be selected. Funding rate for Other Action Grants (OAG) is 95%. Commission guidance suggests up to €1.5 million EU contribution for Scopes A and B, and €2 million–€2.5 million for Scope C, though other amounts may be considered. Proposals must deliver core services and launch first investments before project end and demonstrate clear causality between activities and impacts. Proposals limited to generic information, diagnosis or internet-only solutions are ineligible. Applicants are encouraged to cooperate with the EU-PEERS community and reference existing local work and market support schemes.
