What is the Open Technology Programme 2025 Call?

Grant Description
The programme supports free and unrestricted applied and technical-scientific research without disciplinary boundaries within the NWO Domain of Applied and Engineering Sciences, aiming for societal and/or scientific impact. It funds research activities up to six years, requiring collaboration with public or private sector knowledge users, and excludes projects focused predominantly on investments, contract research or clinical trials.
Required Results for Successful Funding

Expected Outcomes

Funded projects are expected to deliver free and unrestricted research outputs that generate scientific and/or societal impact. This includes new knowledge, technologies, methods, processes or tools that address real-world challenges. Collaboration with knowledge users should accelerate uptake and application of results. The OTP aims to stimulate cross-disciplinary innovation, strengthen research capacity within Domain AES, and contribute to open science practices by making outcomes broadly accessible.
Funded areas

Scope Requirements

1. Applicant eligibility: principal investigator must hold a tenured position or tenure-track appointment at a Dutch university, university medical centre, KNAW/NWO institute, Netherlands Cancer Institute, MPI for Psycholinguistics, Naturalis, ARCNL or Princess Máxima Center. Zero-hour or fixed-term contracts (non–tenure track) are ineligible. 2. Funding ceiling: request up to €950,000 total costs per project; up to €1,050,000 if the project’s investment requests exceed €150,000. 3. Co-funding: for total project costs above €700,000, at least 25% co-funding (cash or in-kind) is mandatory. 4. Project duration: maximum six years. 5. Proposal content: must specify problem/challenge, objectives, hypotheses, research methods, feasibility, and pathways to scientific and/or societal impact. Must identify a user committee of ≥4 users and describe how their involvement will drive impact. 6. Submission period: continuous between 13 January 2025 and 12 December 2025 (14:00 CET), subject to grant ceiling or application limit. 7. Formats and page limits: chapters 2–3 max 13 pages; chapter 4 max 2 pages; rebuttal max 2,000 words. Use the updated budget form (reflecting UNL and NFU rates as of 1 July 2025, revised 15 July 2025). 8. Submission via ISAAC system.

Special Conditions

- Research activities only: applications predominantly for investments, contract research or clinical trials are excluded. - Budget modules updated: NWO domain AES cleanroom regulation now integrated into Materials module. - Co-funding invoiced by applicant (per NWO Co-funding Scheme). - Administrative corrections window shortened to three weeks; rebuttal window shortened to five working days. - Conditions governing early closure of the call have been clarified. - Required attachments: budget form; declaration and signature of main applicant; co-funding declaration (if applicable); statement of appointment and project supervision (if applicant’s appointment does not cover full project); motivation for resubmission (if applicable); model consortium agreement etc. - Responsible Research Data Management: data management plan to be prepared post-award, pre-project start.
