Grant Description
This Horizon Europe research and innovation action aims to strengthen societal resilience and disaster preparedness by improving the exchange, access, understanding and reaction to hazard information among citizens, regional and local authorities, practitioners and scientific communities. It supports the EU Preparedness Union Strategy and DG ECHO recommendations, fosters development and demonstration of tools or dialogue mechanisms to increase risk awareness, plans for upscaling and coordination...
Required Results for Successful Funding

Expected Outcomes

- Improved disaster preparedness by learning from past disasters or crises, sharing lessons learned and risk awareness with citizens and regional/local authorities; understanding previous countermeasures and exploring current products to improve future outcomes.
• Reinforced dialogue and cooperation among scientific and technical communities, stakeholders, policy-makers and regional/local communities in disaster risk reduction, resulting in enhanced uptake of research outputs.
Funded areas

Scope Requirements

1. Project must address exactly one of the two options (a or b).
2. Support the EU Preparedness Union Strategy and disaster resilience goal No.2 (“Prepare – Increasing risk awareness and preparedness of the population”).
3. Account for citizen diversity (age, gender, educational level, disability, other social characteristics).
4. Use the Special Eurobarometer on disaster risk awareness/preparedness of the EU population as evidence of needs.
5. Build on and not duplicate outputs of Horizon Europe Disaster-Resilient Society Calls 2021-2022 or 2023-2024; justify how linkages avoid overlap.
6. Include clear plans for demonstration, testing, validation and for future uptake/upscaling at national/EU level.
7. Engage end users (citizen organisations, local/regional authorities, practitioners, private sector) during the project.
8. Ensure effective contribution of SSH disciplines and experts throughout R&I activities.
Additional Conditions for Applicants

Special Conditions

- Consortium must include as beneficiaries at least:

• 2 Regional and/or Local Authorities,

• 2 organisations representing citizens or regional/local communities,

• 2 First responders or disaster management authorities;
from a minimum of 3 different EU Member States or Associated Countries.
• Applicants must complete the “Information about security practitioners” annex in the application form using the provided template.
• If using satellite-based earth observation/positioning/navigation/timing data/services, beneficiaries must utilise Copernicus and/or Galileo/EGNOS.
• Funding via lump sum grant; proposals must comply with Horizon Europe general admissibility, eligibility, evaluation, financial and operational conditions.
• Grants will be awarded to top-ranked proposals in both Option a and Option b (subject to minimum thresholds) to ensure balanced portfolio.
