Grant Description
This European Innovation Action supports the development, demonstration and validation of innovative tools, skills, methodologies and training curricula to improve the intelligence picture, prevention, detection and investigation of organised crime across borders. Funded projects will enhance secure information exchange, identify emerging criminal networks and trends, build evidence for policy-making, and plan for future uptake and upscaling at national and EU level.
Required Results for Successful Funding

Expected Outcomes

• Improved, modern, uniform and validated tools, skills, methodologies and innovative training curricula for Police Authorities in Europe to prevent, detect and investigate organised crime offences, including early detection of criminal networks and emerging trends.

• Improved mechanisms for the use of secure cross-border information-exchange tools in the fight against organised crime, compliant with applicable legislation and fundamental rights.

• Enhanced understanding of key challenges and best practices in combating cross-border organised crime.

• Evidence-based support to policy-makers for shaping and fine-tuning regulation related to cross-border organised crime and criminal networks.
Funded areas

Scope Requirements

• Address new, upcoming or unforeseen challenges and/or propose creative or disruptive solutions for organised crime intelligence, prevention, detection and deterrence not covered by Horizon Europe Fighting Crime and Terrorism 2023–2024 topics.

• If related to 2021–2022 topics, demonstrate how projects build on rather than duplicate prior work.

• Include detailed plans for demonstration, testing or validation of all developed tools and solutions.

• Outline strategies for future uptake and upscaling of results at national and EU level beyond the project lifetime.

• Review, build upon and avoid duplication of previous research, including FP projects.

• Envisage coordination with other successful proposals under this topic to exploit complementarities and avoid overlap.

• Recommend active involvement of Border Guard and/or Customs Authorities as beneficiaries where relevant.

• For projects within Europol’s mandate, plan continuous engagement with the Europol Innovation Lab; for drug-related projects, engage with the EU Drugs Agency.

• Schedule a mid-term deliverable consisting of an assessment by participating Police Authorities and/or Border Guards/Customs Authorities of the project’s mid-term outcomes.

• Integrate the gender dimension (sex and gender analysis) only if relevant to research objectives.

• If using satellite-based earth observation or positioning/timing data, commit to using Copernicus and/or Galileo/EGNOS services.
Additional Conditions for Applicants

Special Conditions

• At least three eligible Police Authorities (public law-enforcement bodies, excluding police academies, forensic institutes, training centres, border and customs authorities) from three different EU Member States or Associated Countries must participate as beneficiaries. Applicants must complete the "Information about security practitioners" table in the application form.

• Projects using satellite-based earth observation, positioning, navigation or timing data/services must use Copernicus and/or Galileo/EGNOS.

• Applicants bear full responsibility for justifying how each beneficiary meets additional eligibility criteria.

• Proposals addressing Europol-mandated issues must engage with the Europol Innovation Lab during the project to validate outcomes.

• Proposals addressing drug-related issues must engage with the EU Drugs Agency for outcome validation.

• Mid-term deliverable by practitioners is mandatory.

• Adhere to all Horizon Europe general annexes on admissibility (page limits, layout), eligible countries, financial and operational capacity, exclusion grounds, award criteria, evaluation procedures and grant agreement conditions.
