Grant Description
Support research and innovation projects to develop and validate new tools, methodologies, skills and training curricula for security practitioners to prevent, detect and deter various forms of crime or terrorism in Europe. Projects should enhance understanding of societal and cultural drivers, provide evidence-based policy support, and design awareness-raising campaigns that fully respect privacy and fundamental rights.
Required Results for Successful Funding

Expected Outcomes

Project results are expected to deliver some or all of the following:

• Improved, modern, uniform and validated tools, skills or methodologies and innovative training curricula for European security practitioners (Police Authorities, NGOs/CSOs) to prevent, detect and deter criminal or terrorist offences, fully compliant with legislation and fundamental rights;

• Enhanced understanding of cultural and societal dimensions of crime or terrorism/radicalisation and the key challenges in combating them;

• Evidence-based support to policy-makers for shaping and tuning regulations related to crime or terrorism/radicalisation;

• Increased citizen perception of Europe as an area of freedom, security and justice that respects privacy and human rights, via innovative awareness-raising campaigns explaining evolving crime or radicalisation mechanisms and protection measures.
Funded areas

Scope Requirements

Proposals must:
• Address new, emerging or unforeseen challenges and/or creative or disruptive solutions in the prevention, detection or deterrence of crime (Option a) or terrorism/radicalisation (Option b);
• Not duplicate topics covered by Horizon Europe Calls Fighting Crime and Terrorism 2023-2024; if related to 2021-2022 calls or to DEMOCRACY-01-05 calls, explicitly build upon and not duplicate prior work;
• Select one focus: Option a (societal issues related to crime) or Option b (societal issues related to terrorism/radicalisation);
• Include clear plans for demonstration, testing or validation of developed tools and solutions;
• Outline strategies for future uptake, upscaling and exploitation at national and EU levels post-project;
• Incorporate coordination mechanisms with other funded projects under this topic to exploit complementarities;
• Ensure balanced treatment of technological and societal dimensions by actively involving SSH disciplines and experts;
• Allocate 5–20% of the requested EU funding to Financial Support to Third Parties for practitioners’ expansion of project activities;
• Clearly describe objectives, expected results and methods, including compliance with General Annex B eligibility conditions for third-party support.
Additional Conditions for Applicants

Special Conditions

Eligibility and project rules include:
• At least one Police Authority beneficiary (legally mandated for crime/terrorism prevention, detection or investigation, excluding academies, forensic institutes, border/customs authorities) and one Civil Society Organisation/NGO beneficiary from at least two different EU Member States or Associated Countries;
• Mandatory completion of the “Information about security practitioners” annex in the application form, using the provided template;
• If using satellite‐based earth observation, navigation or timing data, mandatory use of Copernicus and/or Galileo/EGNOS services;
• Engagement obligations: projects within Europol’s mandate must liaise with the Europol Innovation Lab; drug‐related projects with the EU Drugs Agency; radicalisation projects encouraged to liaise with the EU Knowledge Hub on prevention of radicalisation;
• Mid-term deliverable: assessment of interim outcomes by participating security practitioners;
• Financial Support to Third Parties must adhere to General Annex B rules; each third‐party grant capped at EUR 60,000; 5–20% of the project’s EU funding request reserved;
• Coordination among awarded projects to prevent overlap and maximize impact;
• Awards will be balanced across both Options a and b, ensuring at least one top‐ranked project per option meeting thresholds; single‐stage submission under Horizon RIA/IA/CSA/PCP model grant agreements; deadlines and admissibility conditions as per General Annexes.
