Expected Outcomes

• Enhanced European and global interoperability of existing first responder tools, technologies and communication channels

• Improved capacities of practitioners (firefighters, medical teams, civil protection) to prevent, prepare for and respond to diverse natural and human-made disasters

• Validated AI/ML decision-support systems, miniaturised sensor arrays and cross-border communication networks in real-world emergency operations

• Operational CBRN alert systems seamlessly integrated across national, regional and European levels

• A clear roadmap for upscaling and deploying validated innovations at national and EU levels

• Strengthened collaboration among disaster management authorities, Industry/SMEs and standardisation bodies to facilitate rapid uptake

• Demonstrated societal benefits through SSH-informed assessments, including potential gender and environmental impact improvements

• Follow-up coordination among projects to maximise impact, avoid duplication and leverage complementarities
Funded areas

Scope Requirements

• Projects must clearly address and demonstrate interoperability in one of the four options (a–d) under realistic cross-border scenarios

• Proposals must support the EU Preparedness Union Strategy and follow DG ECHO recommendations to ensure end-user uptake

• Demonstrations/tests must build on, extend or complement previous Framework Programme research without duplication

• Proposals must include plans for future national and EU-level uptake and upscaling of validated solutions

• Coordination among funded projects on this topic to avoid overlap and exploit complementarities

• Inclusion of gender dimension (sex and gender analysis) if directly relevant to objectives

• Incorporation of solutions that reduce environmental footprint, improve cost/energy efficiency and operational autonomy

• Use of Copernicus and/or Galileo/EGNOS services if satellite-based earth observation or positioning data are employed

• Effective contribution of SSH disciplines and experts to maximise societal impact

• Encouragement of participation by legal entities from Latin America and Caribbean, Africa and Central Asia
Additional Conditions for Applicants

Special Conditions

• Lump sum grant under Horizon Europe Innovation Actions (HORIZON-IA) with financial support to third parties capped at €100 000 each

• From 5% to 20% of requested EU funding must be allocated to financial support to third parties (first responders/disaster management authorities or SMEs)

• Mandatory participation of at least two first responder organisations or disaster management authorities and two SMEs from at least three different EU Member States or Associated Countries

• Applicants must complete the “Information about security practitioners” annex in the submission IT tool, justifying how each beneficiary meets eligibility conditions

• Legal entities from LAC, African and Central Asian countries are exceptionally eligible for Union funding under this topic

• Projects using satellite-based services must use Copernicus and/or Galileo/EGNOS

• Compliance with General Annex B eligibility conditions for financial support to third parties and maximum grant rules

• Coordination and liaison with EU Critical Communication System (EUCCS) initiatives and, where applicable, compliance with restrictions on European communication networks
