Required Results for Successful Funding

Expected Outcomes

Proposals are expected to deliver results that contribute to all of the following outcomes:
1. Measurable reduction in whole life carbon emissions and increased uptake of carbon removal strategies in buildings.
2. Enhanced integration of circular economy approaches in construction and renovation, minimizing life cycle environmental impacts.
3. Availability of robust, accurate benchmarks and calculation tools for typical buildings’ whole life carbon emissions and removals, aligned with Level(s) and EPBD life-cycle GWP provisions.
4. Validated adaptive reuse strategies demonstrating carbon savings versus demolition and rebuild.
5. Business models and decision-support processes that facilitate market uptake of low-carbon, circular building solutions.
6. Contributions to harmonised European standards for circular and low-carbon building design and construction.
7. Strengthened collaboration within the Built 4 People partnership and its network of innovation clusters, supporting the partnership’s KPI monitoring.
Funded areas

Scope Requirements

Proposals must address all of the following:
1. Develop solutions enabling optimal integration of products and systems with minimal whole life environmental impacts at building level.
2. Ensure solutions account for structural, thermal, acoustic, hygrometric performance, durability, deconstruction/reuse potential, and suitability for automated or industrialised installation.
3. Cover both design and construction phases, embedding circularity and design-for-flexibility principles.
4. Create processes and strategies for adaptive reuse of existing buildings, optimizing whole life carbon emissions versus demolition/rebuild.
5. Validate developed solutions, processes and strategies in relevant environments in at least three countries with different climates and building stocks.
6. Quantify whole life carbon emissions on typical building typologies in chosen countries and contribute to benchmarking efforts (aligned with Level(s) and EPBD GWP provisions).
7. Evaluate cost-effectiveness, propose relevant business models, and address end-user acceptance and needs.
8. Contribute to the development or update of harmonised European standards where relevant.
9. Align and report results to the Built 4 People partnership, supporting its KPIs.

• Call identifier: HORIZON-CL5-2026-02-D3-02.
• Planned opening: 16 September 2025; Deadline: 17 February 2026, 17:00 Brussels time.
• Projects must validate solutions in at least three EU Member States or associated countries with diverse climatic zones and building stock characteristics.
• Involvement of the European Commission’s Joint Research Centre is encouraged for circular design expertise and full-scale experimental validation.
• Projects must contribute to and report against the Key Performance Indicators of the co-programmed European Partnership ‘People-centric sustainable built environment’ (Built 4 People).
• Outputs must be compatible with Level(s) whole life carbon methodology and the Energy Performance of Buildings Directive life-cycle GWP provisions.
• Proposals should reference ‘harmonised standards’ as defined under Directive 98/34/EC for any standardisation contributions.
