Grant Description
Supports innovation actions to develop more efficient, lower‐energy and lower‐cost processes for producing crystalline silicon ingots and wafers for photovoltaic cells, reducing material waste and environmental footprint, strengthening European manufacturing capacity and strategic autonomy in solar technology.
Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to:
• A stronger, more resilient and competitive European economic base fit for the green and digital transitions by reducing environmental impact and strategic dependencies on critical raw materials and components;
• Scaling-up of solar PV manufacturing capacity in Europe to accelerate PV deployment and support Europe’s decarbonisation targets;
• Reduced energy and material consumption and a lower carbon and environmental footprint for crystalline silicon PV products across their lifecycle;
• The execution of the solar energy joint research and innovation agenda of the European Partnership for Innovation in Photovoltaics (EUPI-PV).
Funded areas

Scope Requirements

Proposals must:
• Address at least one of the following challenges: 1) Demonstrate alternative, efficient, scalable (towards gigawatt capacity) liquid or gas-phase ingot/wafer growth processes with lower cost, energy and material use, high quality and potential to avoid wafering; 2) Optimize standard processes and equipment to minimize defects, impurities and structural losses, produce high-quality, large-diameter ingots enabling larger wafers, enhance automation, recycle kerf and/or use recycled silicon, and reduce energy consumption; 3) Optimize wafering methods to decrease material waste and energy intensity.
• Form multidisciplinary consortia including at least one silicon ingot and wafer manufacturer.
• Include an exploitation and dissemination strategy with preliminary plans for scalability, commercialisation, deployment (feasibility study, business plan) and identification of possible future funding sources (in particular the Innovation Fund).
• Align with and report progress against the solar energy joint research and innovation agenda established by the EUPI-PV partnership.
Additional Conditions for Applicants

Special Conditions

• Single-stage submission under Horizon Europe lump sum grant (HORIZON-AG-LS) with budgetary ceiling of €20 000 000 for this topic.
• Proposals must comply with page limits and layout rules (Annex A/E of Work Programme General Annexes; Part B of the application form).
• Eligible participants and conditions as per Annex B (eligible countries) and Annex C (financial/operational capacity) of the General Annexes; evaluation criteria, scoring and thresholds in Annex D; submission and evaluation processes and timeline in Annex F; legal and financial set-up in Annex G.
• Use standard application, evaluation and Model Grant Agreement templates (HE RIA, IA) with lump sum guidance.
• Projects must adhere to EUPI-PV co-programmed partnership reporting requirements and report KPIs to the partnership.
• Once the action type is confirmed in the submission system, it cannot be changed.
• Applicants should consult the Funding & Tenders Portal Online Manual, Programme Guide, and relevant helpdesks and NCPs for guidance on rules, IPR, standardisation, and submission.
