Scope Requirements
• Energy-poor defined as persons entitled to social allowance under the Lithuanian law on cash social assistance to the poor.
• Loans: no maximum amount (if no state aid), up to 15 years including grace period.
• Interest rate: 1% margin + 6-month EURIBOR (floor 0%), capped at 3% per annum.
• State aid: may be granted under EU GBER Art.4(1)(s) and Art.41.
• Grant co-financing: up to 50% of eligible costs (excluding technical assistance), subject to allocation criteria.
• Technical assistance grant: up to €100,000 per project (higher for complex projects); paid only if loan contract signed.
Special Conditions
• At least 30% of the municipality’s energy-poor population must receive an allocation.
• Minimum per-person allocation: 1 kW solar or 0.5 kW wind capacity.
• Technical assistance provided only by ILTE-selected provider; if project fails and no loan is disbursed, any assistance grant above €25,000 must be repaid.
• Loan disbursed in tranches upon presentation of eligible cost documentation; grants paid proportionally to project progress.
• Contractors must not appear on unreliable suppliers or sanctions lists, must be solvent and have equity ≥10%, and past execution history.
• Applicants must submit business plan, founding documents, municipal council decision, financial statements, property rights documentation, grid-connection permits, licenses, and other project-specific approvals.
