Required Results for Successful Funding

Expected Outcomes

Projects are expected to deliver:
• At least one industrial sector with significant heating demand develops pathways and business models to enhance energy efficiency, drastically cut fossil fuel use and GHG/air pollutant emissions, while preserving or enhancing global competitiveness
• A fully integrated, tightly coupled process design that enables the complete phase-out of fossil fuels in an industrial plant, relying on a locally integrated mix of renewable energy sources, with built-in flexibility and storage to minimize electricity grid demand
• Validated scalability through simulations, demonstrating the potential to replicate the solution across the sector in the EU and Associated Countries
Funded areas

Scope Requirements

Proposals must:
1. Present an innovative, cost-effective, long-lasting local integration of renewable thermal, electrical, bioenergy and/or other renewables into industrial processes, optimizing process efficiency and reuse/upgrading of excess heat
2. Include process flexibility and energy storage to align industrial demand with variable renewable supply and minimize grid electricity use
3. Consider integration with neighboring industries and/or communities for energy/resource sharing
4. Design a solution ensuring very low GHG and pollutant emissions, high reliability, safety, and physical & cyber security
5. Physically demonstrate the solution in an industrial environment, covering a significant share of the plant’s energy demand
6. Use numerical simulations to demonstrate scalability to complete fossil-fuel phase-out in an industrial plant
7. Before design, survey and analyse the needs of most EU and Associated Countries’ factories in the sector to ensure adaptability and identify components for optimisation/standardisation
8. Provide a strong business model and exploitation strategy to facilitate replication in other plants across the EU and Associated Countries

Special Conditions

- Single‐stage submission under Horizon Innovation Actions (MGA: Horizon-AG) with a total budget of EUR 33 000 000 and one award expected
• Call opening: 16 September 2025; deadline: 17 February 2026 at 17:00 Brussels time
• Projects must be implemented in EU Member States or Horizon Associate Countries
• Physical demonstration must occur in an operational industrial plant with significant heating demand
• Solutions must avoid or drastically reduce fossil fuels and associated emissions
• Mandatory pre-design sector survey and dissemination of guidelines
• Ensure compliance with applicable industrial safety, environmental, and cybersecurity regulations
