What is the Pilot initiatives on Technology Infrastructures (CSA) Call?

Grant Description
Coordination and support action to pilot the mapping, analysis and strategy for European technology infrastructures. It addresses gaps in availability, accessibility and service provision for industrial users, especially SMEs and start-ups, and aims to strengthen resilience, strategic autonomy and innovation capacity across the EU by developing a roadmap and implementation modalities at EU, national and regional levels.

– A comprehensive evidence base and understanding of the European landscape of Technology Infrastructures and their services
– A sound understanding of industrial users’ specific needs for TIs
– Improved availability of TI facilities and strengthened service provision for enterprises across the EU, especially SMEs and start-ups, enabling increased testing, up-scaling and deployment of new technologies
– Stronger and more resilient European TIs with strategic service offers better adapted to user needs
– Enhanced innovation and technology development capacity of European industry
– Validation of a European approach to TIs through testing of strategies and instruments to address service gaps at EU level, with lessons learned from implementation experience
Funded areas

Scope Requirements

– Identify a specific technology area or industrial ecosystem for the pilot initiative
– Base the proposal on the selection criteria for pilot actions from the final report of the Commission Expert Group on Technology Infrastructures
– Cover strategic steps from the current starting point to achieve expected outcomes, building on prior analyses and consultations
– Perform a detailed mapping of available TIs and analyse main types of services offered and used across the EU
– Conduct an in-depth analysis of user needs (large companies, SMEs, start-ups), both current and forward-looking
– Identify gaps or mismatches between supply and demand of TI services and facilities
– Develop a strategy/roadmap/agenda with concrete measures to overcome gaps and barriers, including outreach, pricing, access, visibility and investment priorities
– Define specifications for new or upgraded TIs, new TI services, and the creation of EU-level TI networks or ecosystems with integrated service offers (technology and non-technology services)
– Propose implementation modalities for the strategy, including roles of operators/owners, support measures at EU, national and regional levels, and coordination mechanisms
– Map existing support measures at EU and national/regional levels and identify relevant actors and required financial resources
– Demonstrate the relevance of the chosen technology area for EU competitiveness and strategic autonomy
– Involve all relevant stakeholders: industrial partners (SMEs and large enterprises), TI hosting organisations, other industrial service infrastructures, and technology, market and legal experts
– Build on or collaborate with existing projects and establish synergies with related European, national and regional initiatives

– Single-stage submission: one deadline (23 September 2025, 17:00 Brussels time)
– Admissibility, eligibility, exclusion and evaluation criteria as per Horizon Europe Work Programme General Annexes (Annexes A–G and programme guide)
– Eligible countries and participants defined in Annex B; financial/operational capacity per Annex C
– Lump sum funding rules as defined in the Lump Sum Decision (Decision of 7 July 2021)

– Use the specific HE CSA application and evaluation form templates and the Lump Sum MGA
– Compliance with the EU Financial Regulation and Horizon Europe Model Grant Agreement
