Joint procurement of research and development services to design, test and validate innovative products and services for climate adaptation of public buildings. The action addresses fragmentation of demand by aggregating public procurers, accelerates time-to-market of customised solutions, fosters market uptake through joint specifications, and contributes to standardisation, creating new businesses, jobs and sustainable economic growth.
Required Results for Successful Funding

Expected Outcomes

Successful proposals will: 1. Customise and pre-operationalise customer-tailored, nature-based and complementary solutions for climate adaptation of public buildings, achieving beyond state-of-the-art targets on structural resilience, thermal comfort and resource efficiency. 2. Demonstrate and validate a collective PCP approach that reduces fragmentation of public demand and increases procurers’ capacity to address climate risks jointly. 3. Generate wide market uptake and economies of scale by: adopting joint specifications; publishing results openly; and contributing, where relevant, to standardisation, regulation or certification, thereby removing market entry barriers and fostering new products, processes or services. 4. Accelerate time-to-market for innovations, leading to viable new businesses, job creation and sustainable economic growth in the EU. 5. Strengthen operational links with the Adaptation Mission’s Implementation Platform and knowledge repositories, ensuring lessons learned feed into broader Mission objectives and future calls.
Funded areas

Scope Requirements

1. Technology focus: nature-based solutions (green roofs, walls, urban greening) as priority (other approaches allowed if justified); integration with active/passive systems to improve structural resilience, thermal comfort, energy efficiency and lifetime of public buildings under climate stress. 2. Demand aggregation: consortium of at least three public procurers from EU Member States or Horizon Europe Associated Countries, able to conduct joint PCP under compatible legislation and procedures. 3. Deliverables: innovative, fully tested product(s) and/or service(s) meeting common needs and beyond state-of-the-art performance targets; concrete targets for functionality, cost-efficiency, durability, indoor climate metrics. 4. Project design: description of jointly identified challenge, fit within mid-to-long-term climate adaptation plans of each buyer, gap analysis of current market solutions, methodology for job creation and economic growth assessment. 5. Duration and Budget: maximum 36 months; up to EUR 5 000 000 total requested. 6. Mission alignment: include dedicated resources and a mechanism to interact with the Mission Implementation Platform (MIP 4 Adapt), the Mission Community of Practice and knowledge platforms (Climate-ADAPT, Copernicus) to exchange data, lessons learned and best practices.

• This is a Horizon Europe Pre-Commercial Procurement (HORIZON-PCP) action subject to PCP/PPI rules (General Annex H).
• PCP procurement costs are eligible.
• Single-stage submission by 24 September 2025, 17:00 Brussels time.
• Applicants must comply with Horizon Europe admissibility, eligibility (Annex B), exclusion, and financial/operational capacity requirements (Annex C).
• Consortia must use the Horizon PCP model grant agreement and the specific application form in the Submission System.
• A qualified public procurement “buyers’ group” must constitute the core of the consortium; additional partners may include SME support organisations, innovation agencies or sectoral bodies.
• Grant duration maximum 3 years; budget requested up to EUR 5 000 000.
• Proposals must plan and budget for collaboration with the Mission Implementation Platform, Mission Community of Practice, and other relevant platforms.
