Required Results for Successful Funding

Expected Outcomes

Successful proposals will support the Common Agricultural Policy (CAP), especially its cross-cutting lifelong learning objective, and related climate, biodiversity and environmental policies by enhancing the knowledge, skills and competences of farmers, their workforce and advisors. Project results are expected to deliver all of the following outcomes:

1. Lifelong Learning Systems Innovation: Agricultural lifelong learning, education and training systems become innovative, fit-for-purpose, more responsive to diverse and rapidly changing learner needs, and effective in preparing current and future generations of farmers, workers and advisors for the future of farming.

2. Competent Farming Community: Farmers, agricultural workforce and advisors acquire and update relevant, comprehensive knowledge, skills and competences to cope with and benefit from climate, environmental, technological, socio-economic and other drivers of change, thereby improving farm competitiveness, sustainability and resilience.

3. Accelerated Knowledge Uptake: The introduction, diffusion and implementation of new knowledge and solutions by farmers in practice are accelerated, leading to measurable improvements in productivity and sustainability performance of farming systems across economic, social and environmental dimensions.

Scope Requirements

Proposals must:


• Implement the Horizon Europe multi-actor approach, with a consortium that includes farmers, advisors, agricultural educators and trainers, and other AKIS actors, ensuring inclusive co-creation to identify current and future KSC needs and co-develop solutions.


• Address national, regional and context-specific factors, evolving farm structures, labour organisation and social diversity in comprehensive research and innovation activities.


• Integrate social sciences and humanities disciplines to capture behavioural, socio-economic and governance dimensions of LLL and knowledge uptake.


• Align with CAP cross-cutting objective on lifelong learning, building on Article 6(2) of Regulation (EU) 2021/2115 and existing CAP LLL interventions across Member States.


• Reflect the objectives and expected impacts of Destination 7 (“Innovative governance, environmental observations and digital solutions in support of the Green Deal”) as detailed in the Work Programme 2025 under “9. Food, Bioeconomy, Natural Resources, Agriculture and Environment.”


• Deliver practice-oriented, scalable and sustainable tools, methodologies, guidelines, systems and demonstrators that accelerate the transition to competitive, sustainable and resilient agriculture.


• Include a specific task and adequate resources for cooperation with the project selected under topic HORIZON-CL6-2025-03-GOVERNANCE-13, ensuring technical and organizational linkages.


• Comply with all Horizon Europe Rules for Participation, including eligibility, admissibility, financial and operational capacity criteria, page limits, layouts and submission procedures.

Special Conditions

• Type of Action: Horizon Research and Innovation Action (RIA) under a Lump Sum Grant (HORIZON-AG-LS).


• Submission: Single-stage; deadline 24 September 2025, 17:00 Brussels time; opening date 06 May 2025.


• Budget: €6 000 000 (indicative); one grant expected.


• Admissibility: Proposal page limits and layout as per Annex A/E of the Horizon Europe General Annexes and Part B of the Application Form.


• Eligible participants: Entities from EU Member States and Horizon Europe Associated Countries; non-associated third countries only where specific funding provisions exist.


• Mandatory multi-actor approach: Proposals must clearly demonstrate how farmers, advisors, educators, trainers and other AKIS actors are engaged throughout project design and implementation.


• Cooperation requirement: A dedicated work package with resources to liaise and coordinate with the project selected under topic HORIZON-CL6-2025-03-GOVERNANCE-13 to ensure complementarity and prevent overlap.


• Financing: Lump sum contributions as defined by the Lump Sum Decision (7 July 2021). Eligible costs and reporting follow Lump Sum Grant rules.


• Interdisciplinarity: Effective inclusion of social sciences and humanities research to address behavioural, societal and governance aspects.


• Compliance: All proposals must respect the Horizon Europe programme guide, financial regulation, MGA and relevant Work Programme-specific instructions.
