What is the Preparing for large-scale CCAM demonstrations (CCAM Partnership) – Societal Readiness Pilot Call?

Grant Description
Coordination and support action to prepare and plan comprehensive large-scale demonstrations of connected, cooperative and automated mobility vehicles across Europe, including stakeholder engagement, methodological development, test site identification, promotion strategies and integration of societal readiness, to pave the way for deployment, future projects and public acceptance.

Expected Outcomes

Proposals are expected to deliver:
• A comprehensive plan for large-scale CCAM demonstrations across Europe, paving the way for subsequent deployment of automated vehicles;
• Early and structured engagement of all key stakeholders across the transport and mobility value chain (industrial partners, end-users, service providers) to support implementation and uptake;
• A foundation for future, use-case specific projects in public and private road transport and logistics, aligned with large-scale demonstration activities;
• A CCAM promotion strategy and communication plan to elevate public engagement, awareness and trust;
• Deeper understanding of diverse social group needs and concerns, improved societal readiness and increased potential for beneficial societal uptake of CCAM technologies.

Scope Requirements

Proposals must:
• Plan large-scale, real-traffic demonstrations (e.g. FOTs within Living Labs) targeting both public road transport and logistics use cases, in mixed and confined traffic conditions;
• Ensure technical validation of enablers (automation functions, V2X, digital/physical infrastructure), interoperability across vehicle brands, regions and Member States, and readiness of approval processes for public road trials;
• Prepare and refine comprehensive test methodologies, operational procedures and data management plans;
• Identify, secure and configure demonstration corridors or sites across multiple European countries, extending ODDs and integrating Traffic Management Systems via V2X;
• Constitute and animate a cross-sector, multi-stakeholder forum to co-design use cases, coordinate demonstration roll-out and assess societal impacts;
• Engage throughout the project the full CCAM ecosystem: mobility users, public transport operators, shared mobility and logistics providers, infrastructure managers, traffic authorities, public bodies, OEMs, suppliers and research institutions;
• Integrate Social Sciences and Humanities (SSH) expertise to embed Societal Readiness activities (needs analysis, stakeholder consultation, risk management, trust-building) throughout the project lifecycle;
• Align with and report to the co-programmed European Partnership on CCAM, contributing to its KPIs and applying the EU Common Evaluation Methodology (EU-CEM);
• Build upon the results of the FAME project (GA 101069898) and the HORIZON-CL 5-2024-D6-01-05 actions on EU-CEM implementation;

Special Conditions

• This is a Societal-Readiness pilot topic: proposals must use an interdisciplinary approach, involve SSH experts in the consortium, and include dedicated Societal Readiness activities to address societal needs, concerns and trust-building.
• Projects must implement the co-programmed European Partnership on CCAM, report progress and results against its KPIs and follow CCAM Partnership frameworks and guidelines.
• Proposals must apply the European Common Evaluation Methodology (EU-CEM) for CCAM.
• Projects must build on and ensure complementarity with outcomes from the FAME project and HORIZON-CL 5-2024-D6-01-05.
• Grants will be awarded as lump-sum contributions under the Horizon Europe Lump Sum Grant model; applicants must comply with lump-sum decision rules and the HORIZON-AG-LS Model Grant Agreement.
• Standard admissibility, eligibility, financial capacity, award and legal conditions apply as per the Horizon Europe Work Programme General Annexes (A–G).
