Required Results for Successful Funding

Expected Outcomes

By the end of the project, consortia will deliver:

• A comprehensive EU-level R&I roadmap on submarine cable infrastructures, establishing Europe’s leadership and cooperation framework.

• A detailed analysis of future submarine cable hardware and software components, highlighting strategic opportunities for EU industry.

• An assessment of priority R&I workstreams and associated investment requirements across identified technology domains.

• A co-created SRIA outlining priority research & innovation actions, their scope, milestones, targets and timeline.

• Reports from thematic workshops reflecting broad stakeholder input.

• Recommendations for secondary uses (e.g. hazard pre-warning), digital green transition (circular economy, low carbon footprint), resilience strategies (high QoS demands, risk evaluation, prevention of natural/man-made threats).

• Documentation formatted for uptake by the European Submarine Cable Expert Group, the NIS 2 Coordination Group and the CER Group, feeding into policy and standardization efforts.
Funded areas

Scope Requirements

Projects must:

• Address enabling technologies across the full submarine cable ecosystem (cable design, repeaters, landing stations, operational control centres, UAC sensor networks, cybersecurity).

• Investigate secondary applications of cable assets (e.g. natural hazard pre-warning).

• Remain at the technological edge by pinpointing specific R&I gaps beyond generic technology efforts (optical communications, network software).

• Cover at least a subset of the non-exhaustive domains listed: multi-core fibre, DSP, repeater systems, intelligent sensing, advanced DAS, strain/temperature sensing, real-time oceanographic sensors, logical layer and network management, underwater robotics, WSN threat detection.

• Ensure synergies and complementarities with CEF-Digital, the Digital Europe Programme and the Smart Networks and Services Joint Undertaking.

• Select and reference the relevant Destination 3 description in the Horizon Europe Work Programme for context and expected impacts.

Special Conditions

Participation and eligibility:

• Legal entities must be established in EU Member States, Iceland, Norway, associated countries, OECD countries or MERCOSUR countries.

• Entities controlled by non-eligible countries/entities are excluded.

• Integration of gender dimension in R&I content is not mandatory.
Administrative and procedural:

• Single-stage submission; max page limits/layout per Annex A/E and Part B of the Application Form.

• Deadline: 2 October 2025, 17:00 Brussels time.

• Follow general conditions on admissibility, eligibility, financial/operational capacity (General Annexes B, C); evaluation and award criteria (Annex D); legal and financial MGAs (Annex G).

• Use the HE CSA application and evaluation form templates in the Submission System.

• Refer to the Horizon Europe Programme Guide, FP 2021-695, Financial Regulation 2024/2509 and other listed documents for full rules.
