Expected Outcomes
• A strengthened European Defence Technological and Industrial Base (EDTIB) and enhanced technological autonomy in defence-oriented human-AI dialogue systems.
• Wider, trusted adoption of generative AI, large language models and chatbots in intelligence, strategic planning, tactical operations and life-cycle support.
• Robust data sovereignty and secure handling of classified information in generative AI contexts.
• Improved and accelerated decision-making capabilities in complex operational scenarios.
• Demonstrators validated by defence end-users, generating realistic data to inform further system development, and contributing to STEP Regulation objectives in deep and digital technologies.
Scope Requirements
• Manage “need-to-know” and handle sensitive or classified information via adaptive access controls based on user clearance.
• Provide explainable AI: justify and trace their answers.
• Continuously learn from user supervision without developer intervention and without performance regression.
• Support both text and voice interaction across all EU official languages.
• Be evaluated in the common testing environment organised under the EDF technological challenge (Annex 4), submitting software components for objective, comparative performance measurements.
• Be integrated into local demonstrators with user-friendly interfaces running in near real-time (no perceived lag) and capable of offline operation, with any justified network-dependent functions documented.

2. Eligible countries and other eligibility criteria as detailed in section 6 of the call document.
3. Financial and operational capacity and absence of exclusion grounds per section 7.
4. Evaluation and award:
• Submission and evaluation procedures (section 8 and Online Manual).
• Award criteria, scoring and thresholds (section 9).
• Indicative evaluation and grant agreement timeline (section 4).
5. Legal and financial set-up of Lump Sum Grants (section 10) under the EDF, applying the EDF Programme Security Instruction, EU Financial Regulation 2024/2509, and related EU grants rules.
6. Use of the EDF Lump Sum Model Grant Agreement: EDF-AG-LS; submission type is single-stage and irrevocable.
