Required Results for Successful Funding

Expected Outcomes

• Quantified results at project end and five years post-project, using provided and bespoke indicators.

• Total energy consumption represented by monitored product categories and associated CO₂-eq emissions under real-life conditions.

• Improved data on typical energy consumption: product type, geographical spread and use conditions.

• Identification of real-life determinants driving energy use for each product category.

• Policy recommendations and identified options for amendments to Ecodesign and Energy Labelling Regulations, calculation methods and harmonised standards to better reflect actual use without compromising reliability.

• Validated in-situ measurement protocols and test methods that can feed into future regulatory reviews and preparatory studies.

• Enhanced ecodesign impact accounting model for more accurate reporting of regulation impacts.

• Engagement and capacity-building among stakeholders (civil society, standardisation bodies, regulators) fostering uptake of findings into EU policy and standard-setting processes.

Scope Requirements

• Product selection: multi-product monitoring balanced against sample size, geographical focus and policy relevance; priority on easy-to-measure products with high energy consumption (e.g. displays, refrigerators, cookers).

• Sample and geographical spread: representative samples across at least three eligible EU Member States, covering diverse climatic zones and socio-economic/cultural contexts.

• Duration: approximately 36 months, accounting for household intrusiveness, seasonality, cost-benefit trade-offs and potential rotation of monitored units.

• Data collection: capture energy use determinants (thermostat settings, optimisation functions), register significant user interactions in logbooks, and gather product meta-data (model ID, energy class, technical sheets).

• Statistical evaluation: apply sound statistical methods to analyse consumption data and establish causality links between usage patterns and energy performance.

• Consortium composition: minimum three independent beneficiaries from three different eligible countries; multidisciplinary expertise covering technical installation and maintenance (including remote access and on-site troubleshooting), household engagement, data protection, statistical analysis and policy development.

• Stakeholder involvement: involve consumer associations or civil society at EU/national level and experts in product regulations, standards and legal frameworks.

• Budget and timing: proposals should request up to EUR 2 million (EU contribution) at a maximum funding rate of 90%; one project to be selected.

Special Conditions

• Applicants: at least three independent beneficiaries (no affiliated entities) from three different eligible countries.

• Funding: maximum EU contribution of EUR 2 million (indicative), 90% funding rate; Commission intends to award one single grant.

• Admissibility: proposals must comply with page limits and layout rules (section 5 of call document and Part B of Application Form).

• Eligibility: eligibility of countries and other conditions as per section 6 of the call document; financial and operational capacity and exclusion criteria as per section 7.

• Evaluation and award: submission and evaluation procedures (section 8), award criteria, scoring and thresholds (section 9), and indicative evaluation timeline (section 4) of the call document and Online Manual apply.

• Legal and financial set-up: per section 10 of the call document and the LIFE Model Grant Agreement (2021/783 and 2024/2509 regulations).

• Annexes: mandatory—detailed budget table, participant information; optional—letters of support, maps, site descriptions.

• Submission: single-stage electronic submission by 23 September 2025, 17:00 Brussels time via the Funding & Tenders Portal; use specific LIFE Project Grants [LIFE-PJG] form.
