Grant Description
This annual call finances specific projects addressing Union environmental policy and legislation priorities identified in consultation with Member States. Funded activities include capacity building, skills development, strategy support, enforcement enhancement, consumer organisation participation, circular business model promotion and cross-border water pollution alert systems to achieve quantifiable environmental impacts.

Projects funded under this call are expected to deliver:

• Enhanced professional skills and practical application of biodiversity-friendly practices among forest managers, leading to measurable improvements in forest ecosystem health.

• Operational results-based payment mechanisms that incentivise biodiversity restoration on agricultural land and support full implementation of the Nature Restoration Regulation.

• Locally adopted spatial planning strategies that result in greener, more inclusive and resilient neighbourhoods, demonstrably improving quality of life and social cohesion.

• Strengthened EU capacity to detect, investigate and sanction environmental crimes, with interoperable enforcement tools and cross-border cooperation frameworks in place.

• Structured, impactful participation of consumer organisations and environmental NGOs in ESPR processes, resulting in more sustainable product design and market uptake.

• Scalable circular economy business models and market measures that accelerate the transition to sustainable products and services across the single market.

• A functioning, climate-proof transboundary pollution alert system with real-time monitoring and joint response protocols, reducing water pollution incidents and response times.

• Policy uptake: replicable best practices, technical guidelines and evidence packages that directly inform and support Union environmental and climate legislation implementation.
Funded areas

Scope Requirements

• Eligible applicants: legal entities from countries listed under section 6 of the call document, demonstrating financial and operational capacity (section 7) and not falling under exclusion criteria.

• Project focus: must address one of the seven specified priorities defined in point 4.1.4 of the LIFE 2025-2027 Multiannual Work Programme.

• Alignment: proposals must clearly demonstrate how planned activities meet the detailed needs, expected impacts and any additional requirements laid out in Section 2 of the call document for the chosen priority.

• Impact quantification: applicants are required to define, qualify and quantify expected environmental, social or governance impacts in accordance with Award criterion ‘Impact’ (section 9).

• Budget and duration: projects must fit within the 2025 budget envelope (€23.8 million across topics) and comply with the single-stage grant model timelines (opening 24 April 2025; deadline 23 September 2025, 17:00 Brussels time).

• Submission format: proposals must adhere to page limits and layout rules (section 5 and Part B of the Application Form), use the specified LIFE Project Grant and Budget-Based Action Grant templates and include mandatory annexes (detailed budget table; participant information).

Special Conditions

• Single-stage submission: once the model and action type are selected in the Funding & Tenders Portal, they cannot be changed.

• Admissibility checks: non-compliant proposals (format, page limit, missing annexes) will be declared ineligible.

• Evaluation process: follows procedures in section 8 (submission and evaluation) and Online Manual; uses Award criteria, scoring and thresholds in section 9; timeline per section 4.

• Eligible conditions and capacity: see sections 6 (eligibility), 7 (financial/operational capacity and exclusion).

• Legal and financial set-up: governed by LIFE Model Grant Agreement (sections 10 of call document and LIFE MGA), EU Financial Regulation 2024/2509 and related rules (LEAR appointment, legal entity validation).

• Annex requirements: letters of support, maps or site descriptions may be submitted as optional annexes but must not replace mandatory documents.

• National Contact Point (NCP): applicants are encouraged to add their NCP as a “Contact person” under “Participants” for tailored support.

• Portal terms: all proposals must comply with Funding & Tenders Portal Terms and Conditions, Privacy Statement and IT Helpdesk guidelines.
