Grant Description
This call funds projects supporting the green transition in urban areas through cross-sectoral and integrated approaches by local authorities, addressing interconnected environmental, climate and energy challenges such as circular economy, zero pollution, biodiversity, clean energy transition and climate action. Expected impact is effective implementation of Union environmental, climate and energy policies in urban spaces and maximisation of co-benefits of integrated solutions.

Expected Outcomes

- Quantifiable reductions in greenhouse gas emissions, resource consumption and pollution levels in target urban areas
• Increased material circularity and waste prevention demonstrably implemented at local level
• Restoration, protection or enhancement of urban biodiversity and green infrastructure
• Deployment and uptake of clean energy solutions, improved energy efficiency and decreased fossil fuel dependence
• Strengthened climate adaptation and resilience capacities of participating cities
• Enhanced governance frameworks and integrated policy implementation by urban local authorities
• Generation of transferable, scalable tools, methodologies and best-practice guidelines for replication across the Union
• Measurable co-benefits across environmental, climate and energy domains, maximizing synergies of integrated approaches
• Direct contribution to the implementation of relevant Union environmental, climate and energy legislation and policies as evidenced by defined impact indicators
Funded areas

Scope Requirements

- Legal entities established in eligible countries (see Call Document section 6)
• Projects must be led by or involve urban local authorities and respond to specific needs identified in Section 2 of the Call Document
• Alignment with Article 11 of Regulation 2021/783 and Point 4.1.4 of the LIFE Multiannual Work Programme 2025-2027 (“Other Actions”)
• Integrated approach addressing at least two of the following policy areas: circular economy, zero pollution, nature and biodiversity, clean energy transition, climate action
• Contribution to the development and/or implementation of Union environmental, climate and/or energy legislation or policies in urban spaces
• Single-stage submission via the Funding & Tenders Portal by 23 September 2025, 17:00 Brussels time

Recommendation to involve National Contact Points (NCPs) as “Contact person” in the proposal
