Grant Description
The call funds transnational projects that support asylum seekers, refugees and migrants through initiatives addressing legal migration pathways, resettlement and social integration in the European Union. It aims to enhance cooperation among Member States, improve integration frameworks and deliver direct support services. Expected outputs include pilot projects, policy recommendations, capacity-building activities and tailored services for beneficiaries such as refugee students.

Expected Outcomes

• Support the European Commission’s AMIF objectives by delivering high-quality, policy-relevant results on asylum, migration and integration.

• Enhance transnational cooperation and exchange of best practices among Member States and stakeholders.

• Pilot scalable and sustainable solutions in each thematic area, generating evidence to inform policy and practice.

• Improve protection, socioeconomic integration, health outcomes and digital service delivery for migrants, refugees and persons in need of protection.

• Foster empowerment of vulnerable groups (women, children) and development of legal pathways.

• Strengthen capacity of national, regional and local authorities, civil society and other actors to address migration-related challenges in a coordinated manner.
Funded areas

Scope Requirements

• Eligibility: Proposals must be submitted by legal entities (public bodies, NGOs, international organisations, research centres, social partners or private entities) established in one or more of the countries listed in section 6 of the call document.

• Consortium composition: Applications must be submitted by a consortium (applicant + co-applicants) spanning the required number of eligible countries (as specified in section 6); affiliated entities may also participate under the conditions set out in section 6.

• Capacity: All beneficiaries must demonstrate financial and operational capacity (section 7) and absence of exclusion grounds (section 7).

• Admissibility: Proposals must be submitted by 16 September 2025, 17:00 Brussels time via the Funding & Tenders Portal using the Standard Application Form (Part A & Part B). Page limits and layout rules in section 5 of the call document and Part B template apply.

• Budget & Duration: The total indicative budget is EUR 34 000 000. Projects will be grant agreements under the AMIF Budget-Based Grant model (AMIF-AG); maximum project duration, co-financing rates and eligible costs are defined in sections 10 and in the Model Grant Agreement.

• Information session: An online info session will be held on 14 May 2025 (10:00–12:30 CET). It will be livestreamed and recorded; no live Q&A. Recording available 24 hours later at the Commission’s Streaming Service. All questions must be sent in writing to HOME-AMIF-UNION-ACTIONS@ec.europa.eu; FAQs of general interest will be published in the Portal’s Topics Q&A.

• Q&A and support: Further support via Funding & Tenders Portal FAQ, Online Manual and IT Helpdesk; all applicants must comply with Portal Terms & Conditions and Privacy Statement.

• Grant setup: Grants will follow the AMIF/ISF/BMVI Model Grant Agreement; all legal and financial aspects (LE Validation, LEAR appointment, financial capacity assessment) are governed by the EU Financial Regulation 2024/2509 and AMIF Regulation 2021/1147.

• Evaluation: Submission, evaluation process (section 8), award criteria, scoring and thresholds (section 9) and indicative evaluation timeline (section 4) must be strictly adhered to.

• No modification of the selected grant model is possible once the submission entry point is chosen.
