Required Results for Successful Funding

Expected Outcomes

– Increased public and stakeholder awareness of, and engagement against, antisemitism, anti-Muslim hatred, racism and other discrimination. – Strengthened capacities of civil society organisations, public authorities and other stakeholders to prevent and counter hate and discrimination. – Development and dissemination of tools, methodologies and good practices for equality promotion and diversity management. – Enhanced policy dialogue and recommendations leading to better-informed equality and anti-discrimination policies at local, national and EU levels. – Improved inclusion and protection of LGBTIQ individuals and other vulnerable groups. – Establishment of sustainable networks and partnerships across Member States to foster long-term cooperation in combating discrimination.

Scope Requirements

– Proposals must clearly address one of the six specified priorities and demonstrate how the project will contribute to CERV objectives (promoting equality; fighting racism, xenophobia, discrimination). – Applicants must be legal entities established in eligible countries (EU Member States plus associated countries as listed in Section 6 of the call document). – Single-stage submissions only; must use the standard CERV application form (Part B) and detailed budget table (CERV LSII). – Page limits and layout per Section 5 of the call document. – Lump sum financing: projects must fit into predefined lump sum categories. – Demonstrate financial and operational capacity (Section 7) and comply with exclusion criteria. – Adhere to evaluation and award procedures, criteria, scoring and thresholds (Sections 8 and 9). – Submission window: 15 July 2025–23 October 2025 (17:00 Brussels time).

Special Conditions

– The call uses a Lump Sum Model Grant Agreement (MGA-AG-LS). – Applicants must file a Declaration on Honour regarding public procurement for public entities. – Legal Entity Validation and LEAR appointment are mandatory (see ‘Rules for Legal Entity Validation’). – Must comply with CERV Regulation 2021/692, EU Financial Regulation 2024/2509 and the Decision authorising lump sums under CERV. – Use the Funding & Tenders Portal for submission; once the grant type is chosen it cannot be changed. – No separate partner search announcements for this topic. – All supporting documents (call document, annotated MGA, application templates, guidance manuals, FAQs, IT helpdesk contact) must be consulted and followed. – Timeline for evaluation: Oct 2025–Mar 2026; information to applicants: Mar–Apr 2026; signature of grants: Apr–Jul 2026.
