What is the Protection of the euro against counterfeiting Call?

Grant Description
This call under the Pericles IV programme supports competent national authorities in preventing and combating counterfeiting and related fraud of euro banknotes and coins. Funded projects will preserve the integrity of euro currency, strengthen public and business trust in the genuineness of banknotes and coins, enhance cooperation and exchange of best practice between Member States and the European Commission, and contribute to the sustainability of public finances.
Required Results for Successful Funding

Expected Outcomes

Funded projects are expected to:
• Significantly reduce the incidence and economic impact of counterfeit euro banknotes and coins across the Union.
• Strengthen trust of citizens and businesses in the genuineness and integrity of euro currency, thereby supporting the stability of the Union’s economy.
• Enhance the operational capacity of national and Union authorities through harmonised procedures, shared intelligence and new technical detection tools.
• Establish sustainable cooperation frameworks and best-practice exchanges between Member States, the Commission, and where relevant, third countries and international organisations.
• Deliver concrete policy recommendations, technical standards, training curricula and analytical reports to guide future anti-counterfeiting strategies under the Pericles IV Programme.
• Contribute to the long-term sustainability of public finances by preserving the integrity of the currency and deterring counterfeiters through improved prevention and enforcement measures.
Funded areas

Scope Requirements

1. Eligible lead applicants: Only competent national authorities as defined in point (b) of Article 2 of Regulation (EC) No 1338/2001 may apply.
2. Co-applicants and affiliated entities: Where appropriate, applications may involve third countries or international organisations in supporting roles, but the coordinating authority must be a Member State competent national authority.
3. Proposal format and content: Must respect the page limits, structure and layout described in sections 5 and 6 of the call document and Part B of the standard PERI application form available in the Submission System, including:
– Executive summary, objectives, methodology, work packages, deliverables, milestones and detailed budget table (PERI template).
– Draft agenda/outline for workshops or training events.
4. Submission procedure and deadlines: Proposals to be submitted electronically via the Funding & Tenders Portal. Applicants must select their action type (PERI-PJG or PERI-AG) prior to submission; this choice is final. Submission windows (“multiple cut-off”):
– 23 April 2025, 17:00 Brussels time
– 16 September 2025, 17:00 Brussels time
5. Evaluation: Proposals will be assessed against the award criteria, scoring and thresholds set out in sections 8–10 of the call document.
6. Budget: Total indicative envelope EUR 600 000 for 2025; individual grants to be determined by available budget and quality of proposals.

Special Conditions

1. Financial and operational capacity: While no separate financial capacity assessment is foreseen, applicants must comply with the general exclusion and eligibility rules of the EU Grants Financial Regulation and the Rules for Legal Entity Validation; LEAR appointment is mandatory.
2. Legal and financial set-up: Grants will be awarded under the PERI Model Grant Agreement (PERI MGA) and subject to the EU Financial Regulation 2024/2509 and related implementing rules.
3. Co-financing: Projects must comply with any co-financing rates or in-kind contribution rules specified in the MGA.
4. Dissemination and visibility: Beneficiaries must adhere to the communication, dissemination and open data requirements laid down in the PERI MGA and Annotated Model Grant Agreement (AGA).
5. Data protection and confidentiality: All activities must comply with Funding & Tenders Portal privacy rules and EU data protection legislation.
6. Irreversible submission: Once the action type is confirmed in the Portal, it cannot be changed for that proposal.
7. Interaction with third parties: Inclusion of third countries or international organisations must be duly justified in terms of added value to the Union’s counter-counterfeiting objectives.
