What is the PSLF-PROJECTS Call?
Expected Outcomes
• Mitigation of social, economic and environmental challenges in transition territories
• Diversification and revitalization of local economies, with creation of sustainable, skilled jobs
• Improved energy efficiency and integration, leading to reduced greenhouse gas emissions
• Enhanced resilience of infrastructure and communities to climate-related shocks and ecological disasters
• Upgraded mobility, waste and water management systems, digitalisation of services and public research capabilities

• Progress toward a circular economy through resource efficiency measures
• Strengthened social cohesion via improved social housing and care facilities

Scope Requirements
• Activities must benefit territories covered by an approved Territorial Just Transition Plan and be fully consistent with the sectors and thematic priorities set out in that Plan
• Projects must qualify for a loan from the European Investment Bank (EIB) or one of its financial intermediaries
• A comprehensive, integrated investment approach is favoured, particularly in territories with significant transition needs
• Investments in additional sectors are permissible only if explicitly consistent with the approved Territorial Just Transition Plan

• Eligible countries and other eligibility criteria as per section 6
• Financial and operational capacity and exclusion criteria as per section 7
Evaluation and Award:
• Submission and evaluation processes described in section 8 and the Online Manual
• Award criteria, scoring and thresholds detailed in section 9
• Indicative evaluation and grant agreement timeline in section 4
Legal and Financial Setup:
• Grant legal and financial arrangements per section 10
Application deadlines:
• Multiple cut-off dates from 19 October 2022 to 11 September 2025 (Brussels time)
Sector exclusions:
• Decommissioning or construction of nuclear power stations
• Manufacturing, processing and marketing of tobacco and tobacco products
• Aid to undertakings in difficulty (per Article 2(18) of Commission Regulation (EU) No 651/2014), except under authorized State aid or de minimis rules
• Any investments in production, processing, transport, distribution, storage or combustion of fossil fuels
