Grant Description
Installation and expansion of publicly accessible electric vehicle charging infrastructure along the 280–300 km section of the A1 Vilnius–Kaunas–Klaipėda TEN-T road in Central and Western Lithuania to improve charging network continuity and support zero-emission transport.
Required Results for Successful Funding

Expected Outcomes

• At least 32 new publicly accessible charging outlets of high and very high power for freight vehicles and/or buses brought into operation

• Establishment of at least two charging parks (or one large park) meeting the minimum output and outlet count requirements along the A1 280–300 km corridor

• Increased coverage of EV charging infrastructure on TEN-T roads in Central and Western Lithuania, reducing range anxiety and supporting zero-emission transport

• Improved interoperability and user experience through standardized connectors, ad-hoc payment, smart-charging and real-time information provision

• Contribution to national and EU climate and sustainability goals by facilitating the transition to electric mobility
Funded areas

Scope Requirements

• Eligible applicants: large, medium and small private enterprises legally registered in Lithuania (excluding operators in sectors excluded by Regulation 651/2014)

• Project location: along both sides of the A1 road 280–300 km segment near TEN-T network roads; all stations must be within 3 km of the nearest exit or directly adjacent to the stretch

• Charging park configuration (choose one):
– at least one park per side, each with total output ≥ 600 kW and at least two ≥ 150 kW outlets, or
– one shared park with total output ≥ 1 200 kW and at least four ≥ 150 kW outlets

• Power categories: AC standard (11–22 kW), AC medium (22–49 kW), DC high (49–149 kW) and DC very high (> 149 kW); each station is classified by its highest-power outlet

• Mandatory connectors and standards: Type 2 connectors (EN 62196-2) for AC; Combo 2 connectors (EN 62196-3) for DC; fixed cables on all DC stations

• Technical features: dynamic smart-charging, real-time metering, IP54 (outdoor) and IK10 (floor-mounted) ratings, factory warranty ≥ 24 months, authorized installer certification, maintenance contract with 10 business-day repair SLA

• Registration: all stations must obtain unique IDs and feed static and dynamic data to the national information system

• Co-financing: up to 35 % (large), up to 55 % (medium), up to 60 % (small); minimum own contribution accordingly 65 %, 45 %, 40 %

• Grant ceiling: €745 000 per project; total budget for this call €745 000; continuous call until funds exhausted
Additional Conditions for Applicants

Special Conditions

• Only new, unused equipment is funded; VAT and cross-financing are ineligible

• No advance payments; eligible costs must be incurred and paid by 27 February 2026

• Projects must not start works before application date (de minimis aid date 31 May 2023)

• No funding for projects outside Lithuania or for single units at objects mandated to install chargers by law after 1 Jan 2023

• Must comply with state-aid rules: de minimis aid ceilings €300 000 over 3 years or Regulation 651/2014 ceilings; aid to non–distressed companies only; aid intensities as above

• Compliance with public procurement rules, building codes, safety and environment regulations, horizontal principles (sustainable development, equal opportunities, universal design, climate mitigation, non-discrimination) and the EU Charter

• Post-implementation obligations: maintain and operate the infrastructure for 5 years; not transfer ownership without consent; repay aid if non-compliant or destroyed by force majeure

• Application evaluation: continuous competitive selection, decisions within 60 calendar days, 10 working days to cure defects, rejection for non-compliance
