Installation and expansion of publicly accessible electric vehicle charging infrastructure along a specified section of TEN-T national roads in central and western Lithuania to support electric mobility.
Required Results for Successful Funding

Expected Outcomes

• At least 36 new publicly accessible charging outlets and very high power charging outlets for freight transport and/or buses brought into operation (measured in units)

• Establishment of one or more EV charging parks along the 20–40 km section of road No. 128, each park delivering minimum 300 kW total output and at least one ≥150 kW outlet

• Improved coverage of public EV charging along TEN-T corridors in Central and Western Lithuania, facilitating e-mobility uptake

Scope Requirements

• Eligible location: Central and Western Lithuania region, road No. 128, km 20–40; each selected side of the road must host at least one EV charging park

• Eligible applicants: legal entities conducting economic activity (large, medium, small enterprises as defined by EU Regulation 651/2014, excluding ineligible sectors)

• Funding form: grant (no advance payment), total call budget €200 000, max €200 000 per joint project

• Co-financing rates: large up to 35 %, medium up to 55 %, small up to 60 %; own contribution accordingly (large ≥65 %, medium ≥45 %, small ≥40 %)

• Eligible costs: acquisition and installation of new, unused EV charging stations and related components, in line with fixed unit rates (FĮ-35-01 to FĮ-35-15) published in the simplified cost register

• VAT and cross-financing ineligible

• Project duration: activities completed and invoices paid by 27 February 2026; final payment claim by that date

• Minimal project technical scope: each park total output ≥300 kW and at least one outlet ≥150 kW

• Chargers must be installed on applicant-controlled real estate, within 3 km of the defined corridor exit; projects outside LR territory or outside defined sections ineligible

• Applicants must register each charger in the national Public and Semi-Public Charging Information System and provide static and dynamic data feeds

Special Conditions

• Technical requirements: chargers must be new, meet EU/Lithuanian standards for vehicle connectors and interoperability; power categories: 11–22 kW (standard), >22–49 kW (medium), >49–149 kW (high), >149 kW (very high)

• Connectors: Type 2 for standard/medium (EN 62196-2:2017); Combo 2 for high/very high (EN 62196-3:2014); cable permanently attached for high/very high outlets

• Ad-hoc payment capability: QR code or card reader; pricing information displayed on device (high/very high) or via mobile app (standard/medium)

• Digital connectivity: LAN/BT/4G; all public chargers must be networked and support smart charging and near real-time energy metering

• Accessibility: 24/7 operation; universal design principles; parking bays min 5 m length, 2.5 m width plus 1.5 m clearance for egress; ramps where needed; clear signage and wayfinding

• Safety: site lighting; optional CCTV; IP-54 for outdoor without shelter; IK-10 for freestanding units; emergency contact on each station

• Maintenance: 24-month factory warranty; maintenance contract covering entire operational period; repairs within 10 working days

• Procurement and construction: public procurement rules per Project Rules; installation by certified electrical installer; relevant permits and grid-connection agreements secured in advance

• State aid and de minimis rules: compliance with EU Regulation 651/2014 Art 36a; no aid to entities in ineligible sectors; max aid per company €4 million; de minimis ceiling €300 000 over three years; registration of aid in national registry

• Projects must uphold horizontal principles (sustainable development, non-discrimination, innovation, climate and environmental protection) and rights under EU Charter
