Support installation and expansion of publicly accessible electric vehicle charging infrastructure in the 20–40 km section of the A14 Vilnius–Utena road (capital region) near TEN-T network roads of state importance. Addresses the need to promote alternative fuel use in transport, reduce emissions, and increase charging availability. Expected outputs include new charging stations meeting defined power specifications.

Expected Outcomes

By funding these projects, the programme expects to achieve:
• Deployment of new, publicly accessible EV charging infrastructure in the A14 Vilnius–Utena km 20–40 corridor—at least one charging park per side, delivering a combined capacity ≥300 kW and featuring at least one ≥150 kW port per park.
• Improved network coverage and user experience: 24/7 access, ad hoc payment options, interoperable connectors (Type 2, Combo 2), real-time data dissemination, and universal-design compliance to serve all user groups.
• Acceleration of EV uptake and reduction of transport emissions by filling charging infrastructure gaps along a key TEN-T segment.
• Contribution to national and EU objectives under the 2021–2027 ESIF programme and the “Green Lithuanian Transformation” component; support for the AFID and Paris Agreement goals.
• Establishment of a scalable model for continuous expansion of alternative-fuel infrastructure with guaranteed operation, maintenance and data transparency standards.

Scope Requirements

Eligibility and scope criteria:
• Applicants: legal entities conducting economic activity (large, medium or small enterprises as per LR Company Law), excluding aid-ineligible sectors under Regulation (EU) 651/2014.
• Region and roads: Sostinės region, road A14 Vilnius–Utena km 20–40 section; charging infrastructure must be installed on applicant-controlled real estate within that corridor or ≤3 km from a defined exit.
• Technical specifications:

• Charging power classes:
– Normal (11–22 kW, Type 2 connector, EN 62196-2:2017)
– Medium (>22–49 kW, Type 2 connector)
– High (>49–149 kW, Combo 2 connector, EN 62196-3:2014)
– Very high (>149 kW, Combo 2 connector)

• At least one Combo 2 connector with permanently attached cable for high and very high-power stations.

• Smart metering capable of near-real-time consumption or delivery measurement.

• Internet connectivity and interoperability under open or compatible protocols.
• Park configuration: at least one charging park per side of the road, with total minimum output of 300 kW and at least one port ≥150 kW.
• Funding and co-financing:

• Maximum grant per project: €200 000 (cumulative per applicant on this segment).

• Co-funding shares (minimum own contribution): large ≥75%, medium ≥55%, small ≥45%.

• Eligible aid intensities: large ≤25%, medium ≤45%, small ≤55% of eligible costs.
• Eligible costs: acquisition and installation at fixed unit rates set in the simplified cost options register (FĮ-35 codes), exclusive of VAT; no advance payments, no cross-financing, VAT non-eligible.
• Timeline: all works executed, costs incurred and paid, and final payment request submitted by 27 February 2026.
• State-aid compliance: projects must comply with GBER 36a (investment aid) or de minimis rules (Regulation 2023/2831), subject to sectoral and “company in difficulty” exclusions, de minimis cap €300 000 per 3-year period, overall cap €4 000 000 per undertaking.

Key restrictions and rules:
• Project start: no works began before application submission; failure to comply leads to ineligibility.
• Selection: continuous rolling selection until segment budget is exhausted; reserve lists may be formed.
• Documentation: each expense claim must be accompanied by eligible cost evidence (invoices, delivery-acceptance protocols, ESO connection conditions, technical specifications, operator declarations).
• Operation and maintenance:

• Mandatory maintenance contract ensuring fault remediation within 10 working days.

• Guarantee: minimum 24 months for installed equipment.
• Technical safety and environmental: IP54 protection for outdoor units, IK10 impact resistance for free-standing units, installation per national electrical and construction safety regulations.
• Accessibility: compliance with universal-design and UN CRPD principles; designated disabled bays with required dimensions, obstacle-free access, visible/legible interfaces (screen height ≤1.2 m), and barrier-free cable management.
• Data and transparency: reporting to EU State aid transparency website if aid exceeds thresholds; document retention for 10 financial years.
• Horizontal principles: no significant harm to EU environmental objectives, equal opportunities, non-discrimination, sustainable development.
• Legal compliance: public procurements under the Programme’s Procurement Rules; adherence to applicable national and EU legal acts, including alternative fuels legislation, AFID requirements, and EVIS registration.
