Grant Description
Support private initiative projects to equip and expand publicly accessible electric vehicle charging infrastructure in Lithuanian municipalities that have developed sustainable urban mobility plans, aiming to improve electric mobility services and reduce transport emissions
Required Results for Successful Funding

Expected Outcomes

Installation of at least 500 new publicly accessible charging points (including high-power connectors for freight transport and/or buses) in the targeted municipalities and corridors, contributing to: promotion of alternative fuels in transport, expansion of urban and inter-urban EV charging network, support for sustainable mobility plans, reduction of transport sector emissions, and achievement of the ‘New Generation Lithuania’ plan and ESF investment programme objectives.

Scope Requirements

• Eligible applicants: private legal entities (SMEs or large enterprises per the Lithuanian Law on Company Accounting), excluding those in sectors or circumstances disqualified under Regulation (EU) No 651/2014.
• Max grant per JP project: €2 000 000.
• Regions: 18 municipalities with prior sustainable mobility plans; defined road corridors (≤3 km from national/regional roads); service nodes as specified.
• Funding rates (unit cost reimbursement ceilings): Capital region – up to 25% for large enterprises, up to 40% for SMEs; Central and Western Lithuania – up to 35% for large enterprises, up to 40% for SMEs.
• Minimum own contribution: Capital region – ≥75% for large enterprises, ≥60% for SMEs; Central and Western Lithuania – ≥65% for large enterprises, ≥60% for SMEs.
• Eligible costs: acquisition and installation of charging stations per fixed unit rates FĮ-35-01…FĮ-35-15 (covers equipment, installation, grid connection documents, technical specs).
• Project duration: must start after application submission and conclude, with final payment request, by 27 February 2026.
• Eligible expenses incurred and paid by the applicant by the call deadline; VAT is ineligible; no advance payments; no cross-financing.

Special Conditions

• State aid is provided as investment aid under GBER Art. 36a; de minimis aid applies, subject to the caps: Capital region max aid intensity 25% (large) / 40% (SMEs), Central and Western Lithuania max 35% (large) / 60% (SMEs).
• Applicants must not commence works before application registration; funding will not cover pre-submission works.
• Post-project obligations: maintain and use assets for at least 5 years; no sale or transfer of charging stations for 5 years from date of subsidy payment; technical condition must meet legal and manufacturer requirements.
• Document retention: all project records for 10 financial years following the last individual aid grant.
• Compliance with EU Charter horizontal principles (non-discrimination, environmental protection, property rights, etc.).
