Publicly accessible electric vehicle charging infrastructure installation and expansion along the 100–120 km section of the A1 Vilnius–Kaunas–Klaipėda TEN-T road in Central and Western Lithuania to increase the number of high-power charging points, ensure interoperability and ad-hoc payment, and support electric mobility.
Required Results for Successful Funding

Expected Outcomes

At least 32 new publicly accessible charging connectors (normal, medium, high and very high power) brought into operation, including high-power facilities for freight transport and/or buses. Enhanced EV charging coverage along the critical A1 100–120 km TEN-T corridor, reduced range anxiety, and strengthened green mobility infrastructure in Central and Western Lithuania. Measured by the number of operational charging points (target: ≥32 units) and the installed high-power charging capacity.

Scope Requirements

Eligible applicants: Lithuanian legal entities (large, medium or small enterprises, excluding those active in sectors exempt under EU Regulation 651/2014). Project location: publicly accessible sites (e.g. gas stations, rest areas) within 3 km of exits on both sides of the A1 100–120 km segment of the TEN-T road network. Minimum infrastructure per project: either (a) one charging park on each side of the road with combined station output ≥600 kW and at least two ≥150 kW connectors in each park; or (b) one charging park on one side with combined output ≥1 200 kW and at least four ≥150 kW connectors. Projects must complete installation and submit final payment requests by 27 February 2026. Funding: grant up to 35% (large), 55% (medium), 60% (small), with minimum own contributions of 65%, 45% and 40% respectively. Eligible costs: incurred and paid by beneficiary by deadline, excluding VAT, reimbursed at fixed unit rates (codes FĮ-35-01 through FĮ-35-15). No advance payments, no cross-financing.

Special Conditions

Projects may not commence before application submission; all equipment must be new and comply with EU/Lithuanian standards (EN 62196-2 Type 2 for normal/medium power; EN 62196-3 Combo 2 for high/very high power); outdoor installations must meet at least IP54 (weather) and IK10 (impact) ratings; all chargers to offer ad hoc payment without prior contracts; universal design and accessibility features (1.2 m max operating height, 2 kg cable weight, 24 h/7 d access, accessible parking bays with 1.5 m passing spaces); minimum 24 month factory warranty and maintenance contract guaranteeing fault repair within 10 working days; compliance with de minimis or GBER state aid rules (max aid per project €745 000, per enterprise €4 000 000; de minimis ceiling €300 000 over 3 years); 5-year post-project continuity of use, no sale or transfer without authority approval; installation by certified electrician with ESO technical connection conditions and permits obtained in advance; failure to comply or provision of false information triggers reimbursement and penalties.
