Expected Outcomes

• Awarding of Quality Labels to a network of support and host organisations capable of delivering high-quality humanitarian aid volunteering.
• Published profiles of certified organisations on the European Solidarity Corps Portal’s Quality Label database, facilitating partner search and consortium building.
• Enhanced capacity of organisations to recruit, prepare, host and support volunteers in compliance with ESC quality standards, ensuring safety, inclusion and non-discrimination.
• Delivery of safe, meaningful volunteering experiences that develop volunteers’ personal, social and civic competencies and yield validated learning outcomes.
• Strengthened cooperation between programme and non-programme country organisations through the simplified host procedure.
• Creation of a sustainable pool of qualified humanitarian volunteering actors contributing to improved humanitarian aid delivery and community impact across targeted regions.

Scope Requirements

• Roles and Eligibility: organisations legally established in programme countries may apply for Support Role; those in non-programme countries may apply for Host Role; programme-country applicants may use a simplified procedure to include branches in non-programme countries under the same legal entity. Groups of young people are not eligible.
• Quality Standards: adherence to equal opportunities and non-discrimination; no job substitution; no profit from volunteering; respect for child and disability rights; robust security, health, safety and evacuation procedures; transparent and fair volunteer selection; free participation for volunteers (except minimal travel contributions); validation of learning outcomes.
• Operational Capacity: demonstrated track record in humanitarian aid; ability to allocate sufficient resources; risk assessment and security planning; clear task division before, during and after deployment; language, medical and legal clearance; insurance coverage; visa and travel arrangements; designated support contacts and mentorship structures; robust monitoring, reporting and evaluation systems; digital tools integration; environmental sustainability measures.
• Administrative Conditions: submission via EACEA Funding & Tenders Portal; declaration of honour signed by legal representative; applications accepted continuously with defined cut-off dates; alignment with the ESC Humanitarian Aid projects timetable.

• Continuous call with multiple annual deadlines (first opening 10 June 2021; deadlines on 22 Sep 2021, 24 Mar 2022, 22 Sep 2022, 16 Mar 2023, 21 Sep 2023, 24 Sep 2024, 23 Sep 2025, 22 Sep 2026).
• Application via the Education and Culture Executive Agency’s Funding & Tenders Portal (Call ID ESC-HUMAID-2021-QUAL-LABEL).
• Simplified host procedure allows branches in non-programme countries to be covered by a programme-country support organisation’s application.
• Declaration of honour required.
• Quality Label valid until end of programming period and until completion of last linked project, subject to periodic reassessments and possible ad hoc monitoring visits.
• Organisations must notify any structural or operational changes affecting the Label.
• In cases of serious underperformance or non-compliance, the Label may be withdrawn or terminated.
• Volunteers must not be charged fees (beyond possible travel contributions) and must not receive salaries or financial gain.
