Required Results for Successful Funding

Expected Outcomes

Successful projects will deliver: 1. Advanced mapping and assessment tools to identify local problems, needs and synergies of bio-based innovation and nature-based solutions in conflict-affected areas 2. Rapid uptake and community co-creation processes for sustainable bio-based restoration solutions 3. Promotion and demonstration of the “build back better and greener” concept at all government levels and stakeholder groups, contributing to climate adaptation 4. Enhanced understanding and engagement of policymakers and societal stakeholders regarding the role of bio-based innovation in relief and reconstruction, underpinned by scientific excellence, sustainability, circularity and inclusiveness
Funded areas

Scope Requirements

• Target areas: rural, coastal and urban regions affected by conflict (e.g. Ukraine, Gaza and beyond)

• TRL range: 3–5 (research and innovation actions)

• Focus on both bio-based innovation and nature-based solutions

• Application of circular and cascading use of biomass principles

• Local valorisation of under-utilised biological residues

• Use of digital solutions and biotechnology in restoration efforts

• Restoration of biodiversity and ecosystem services via nature-based approaches

• Inclusion of disaster risk reduction where relevant

• Confirmation of material sustainability through LCA

• Preparation for deployment in humanitarian relief contexts

• Mandatory task for sharing methodologies with similar projects

• Incorporation of findings from the Global Resources Outlook 2024

• Inclusion of social sciences, gender dimension and social innovation for inclusive stakeholder engagement

• Encouraged multi-actor approach (MAA)

• Development of recommendations for EU and international relief organisations and policymakers

• International cooperation and preparation for future EU enlargement contexts

• Encouraged synergies with specified Horizon Europe topics, EU missions, NEB Facility, LIFE projects and JRC activities
Additional Conditions for Applicants

Special Conditions

• Single-stage submission by 17 September 2025, 17:00 Brussels time

• Lump-sum grant under HORIZON-RIA (AG-LS model) with fixed costs per deliverable

• Admissibility: page limits and layouts per Work Programme General Annexes (Annex A, E)

• Eligibility: legal entities from EU Member States, associated and specified non-associated countries (see Annex B)

• Financial and operational capacity checks (Annex C) and exclusion criteria apply

• Evaluation against Excellence, Impact and Implementation criteria with thresholds (Annex D)

• Submission and evaluation follow procedures in Annex F and Online Manual

• Standard HE RIA application and evaluation forms apply, adapted for lump sums

• Grant management under Model Grant Agreement (HE-RIA) and Lump Sum decision

• JRC may join selected consortia as a partner

• Mandatory inclusion of a task to share methodologies and findings with other projects

• Proposals must demonstrate synergies with listed projects and EU initiatives

• Applicants must address social inclusion and gender equality within project design
